The Department of Natural Resources has an exciting opportunity within our Aquatic Resources Division, Orca-Straits District. Come help us to manage state-owned aquatic lands (SOAL) across North Puget Sound and the Olympic Peninsula, so that people and orcas thrive, businesses and eelgrass meadows grow, and waterfront public access and salmon are preserved in perpetuity. We are looking for an Aquatic Land Technician to join the Orca-Straits District team of 16 professional staff. This position is based in beautiful Skagit County, which stretches from the Cascade Mountains to Puget Sound. The Aquatic Land Technician works closely with two other Aquatic Land Technicians and supports aquatic land management activities for the majestic rivers, lakes and marine waters within the Orca-Straits District by providing technical support to the Orca-Straits District Aquatic Land Managers, the Puget Sound Aquaculture Land Manager, the Orca and Straits District Managers, and the Assistant Division Manager for Orca-Straits District. Responsibilities:
The Aquatic Land Technician plays an important role in supporting state-owned aquatic lands management, and we will entrust you with a diverse set of responsibilities, including the following:
- Processing and managing applications for use agreements that authorize various uses of state-owned aquatic lands, including mooring buoys and rights-of-entry licenses.
- Communicating with applicants, business partners, and the public to provide technical information and assistance regarding applications for aquatic land uses, general permit guidance, financial statements, and general aquatic land use rules and regulations.
- Assisting Land Managers with document processing, file management, and the signing and execution of aquatic land use contracts.
- Tracking and maintaining billing accounts by inputting information into a financial database.
- Calculating annual rent adjustments based on changes to the inflation index.
- Tracking the flow of information and work tasks using spreadsheets, databases, reports, and other contract management software.
- Managing, organizing, and auditing contract files, databases, and legal descriptions for land surveys.
- Assisting Land Managers with field work, on occasion, including compliance checks and site inspections.
- Oversee the management of financial databases and other routine aspects of aquatic land use authorizations, including file management, rent, insurance, and financial security.
- Working together with a dynamic team responsible for managing state-owned aquatic lands.
- Mastering technical topics such as property legal descriptions and environmental protection statutes.
- Providing excellent customer service, both internally and externally.
- Working with private citizens, businesses, local, state, and federal governments, tribes, and partners.
- Managing a dynamic scope of work with a high level of individual responsibility.
- Non-routine work: even experienced staff learn something new nearly every day.
- Associate degree and two years of work experience in natural resource management, real estate, forestry, science, engineering, land use, or environmental planning, business, or other relevant field; OR an equivalent combination of education and/or experience.
- Experience with managing records and files.
- Knowledge in understanding, interpreting, and enforcing contract terms.
- Experience working within a team.
- Knowledge of interpreting laws, regulations, and policies about the management of aquatic lands.

- The work setting is primarily an office setting with minimal field time.
- Travel may be required to locations within the District or Olympia. Most travel is by car. Most travel requires less than two consecutive nights away. Overnight travel is unusual but may occur.
- Bachelor's Degree in natural resource management, real estate, forestry, science, engineering, land use, environmental planning, business, or other relevant field.
- Experience with insurance, securities, budget tracking, invoicing, and accounts receivable.
- Proficient at using an accounting or contract management system, such as NaturE and Salesforce.
- Experience with recognizing land uses and potential land uses.
- Experience working with leases or other legal contracts and ability to understand, interpret, and enforce contract terms such as rent, insurance, and financial security requirements.
- Experience in negotiating leases.
- Experience in laws, regulations, and policies about the management of state-owned aquatic lands.
