General Definition of Work
Performs difficult skilled technical and administrative work assisting with the management of the Water Supply & Treatment Division including the Raw Water Supply Facility Operations, Water Treatment Plant Operations, Distribution System Pumping Facilities, Residuals De-Watering Facility and Preventative Maintenance Management Program; does related work as required. Work is performed under the general direction of the Manager - Water Supply & Treatment Division (WS&T). Continuous supervision is exercised over assigned staff.
Essential Functions/Duties
Oversees staff and daily Water Plant Operations; (25%)
Responsible for the technical, operational and safety training of all operational personnel; (10%)
Assures proper maintenance and operation of all equipment and facilities under supervision; Assists with all projects and construction at all facilities; (35%)
Assists in the preparation of the annual Division Budget and tracks expenditures for performance measurements and for preparation of future budget requests for areas under supervision; (15%)
Responsible for all raw water supply facilities and operations; (15%)
Knowledge, Skills and Abilities
Thorough knowledge of principles, characteristics, methods, materials and equipment used in modern water treatment plants including the chemical, biological, physical and mechanical principles related to the water treatment processes including water quality, its treatment and public health; thorough knowledge of physics, physical chemistry, and biochemistry; thorough knowledge of the principles of chemistry, including quantitative analysis; occupational hazards and safety precautions involved in plant and laboratory operations; modern budgetary, procurement, personnel, safety, and public relations practices and techniques; local, state and federal laws, rules and regulations on water programs; design, operation and maintenance of Supervisory Control And Data Acquisition (SCADA) System and personal computer systems and software; thorough knowledge of the procedures and techniques required for laboratory certification and regulatory compliance; ability to organize and conduct investigations and analyze data obtained, ability make sound operational recommendations and decisions; ability to express ideas clearly and concisely, orally and in writing including scientific reports and suitable graphics; ability to establish and maintain effective, professional working relationships with subordinates, city officials, consulting engineers, and the general public; ability to oversee and direct the other aspect of the division (Water Quality & Compliance); ability to oversee and direct the all aspects of the division in the Manager - WS&T's absence.
Education/Experience/Physical Demands/Special Requirements/Additional Information
Education/Experience:
Graduation from an accredited college or university with a Bachelor's degree in biology, chemistry, environmental science, business, information management, or related field and considerable progressively responsible experience in water treatment and/or laboratory management including considerable supervisory experience, or equivalent combination of education and experience.

- Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.

- The worker is required to wear a respirator.
Special Requirements/Additional Information:
- Possession of NC A-Surface Water Treatment Plant Operator certification upon hire. Obtain NC Water Process Control Chemistry or Water Bacteriology - Total and Fecal Coliforms certification within two years of hire. NIMS IS-700, 100, 200 and 300 level classes within twelve months of hire.
Must possess a valid appropriate driver's license with acceptable driving history.
Drug screening and criminal background check required.
