YOUR PURPOSE
The City of High Point is seeking a dynamic and experienced Stormwater Superintendentto lead the planning, coordination, and execution of stormwater management operations. This pivotal role involves overseeing the construction, maintenance, and repair of the City's stormwater drainage systems while ensuring compliance with state and federal regulations, including the National Pollutant Discharge Elimination System (NPDES) MS4 Phase II permit requirements.
As the Stormwater Superintendent, you will supervise division personnel and work closely with consultants, contractors, citizens, and internal departments to deliver high-impact stormwater solutions. You'll play a critical role in managing drainage projects, prioritizing infrastructure improvements, addressing community concerns, and ensuring environmental compliance. This position demands a strategic thinker with a strong technical background, excellent communication skills, and a passion for public service.

Essential Tasks
WHAT YOULL DO
- Develops strategies to implement the City's MS4 NPDES Phase II permit and its associated minimum control measures.
- Coordinates with consultants, contractors, and others to design and construct stormwater projects.
- Plans, prioritizes, and oversees stormwater projects involving both open channel and closed conveyance drainage systems.
- Engages with citizens, businesses, staff, and internal service providers to address a variety of customer service issues related to stormwater management.
- Maintains and updates a list of current stormwater issues on private property, including conducting site visits and managing related correspondence.
- Represents the City at local, state, and other meetings related to stormwater issues.
- Presents stormwater-related information to staff, management, City Council, and other stakeholders.
- Coordinates with City departments to integrate stormwater management practices into City projects such as roads, culverts, parks, streams, and roadway improvements.
- Ensures that private Stormwater Control Measures (SCMs) are inspected annually for compliance and maintains related databases.
- Develops, reviews, and updates stormwater-related policies as needed.
- Plans, assigns, and supervises all activities related to the City's stormwater projects.
- Makes and adjusts work assignments to meet operational needs.
- Ensures division operations comply with all applicable state and federal regulations and permit requirements.
- Responds to and resolves complaints, problems, and information requests from property owners, providing technical support as necessary.
- Communicates with staff about job-related issues and recommends effective solutions.
- Prepares cost estimates for stormwater construction projects.
- Requisitions necessary equipment, tools, supplies, and materials.
- Prepares and monitors the division's operating budget.
- Responds to emergencies and weather-related events (e.g., snow, ice, wind), coordinating operational responses.
- Oversees the maintenance of labor, equipment, and material usage records.
- Maintains accurate personnel and payroll records; authorizes overtime as needed.
- Reviews and approves purchase orders and requisitions.
- Assists in developing specifications for contracts, equipment, and services related to division operations.
- Approves employee leave requests.
- Ensures that effective training programs are implemented for division personnel.
- Develops employee work plans and conducts performance evaluations.
- Coaches employees and assists the Public Services Manager with personnel matters including hiring, disciplinary actions, and promotions.
- Guides staff in achieving division goals and objectives.
- Ensures all stormwater-related work is performed in compliance with OSHA and City Safety Standards and Policies.
Qualifications
WHAT YOU'LL BRING
REQUIRED QUALIFICATIONS
- Bachelor's Degree in Civil Engineering, Construction Management, Business or Public Administration or related field and a minimum of five (5) years of related experienceOR
- Associate's degree in Construction Management, Business or Public Administration or related field plus minimum eight (8) years of related experience.
- Minimum of five (5) years supervisory experience.
- Valid North Carolina Driver's License with a strong safety record
PREFERRED QUALIFICATIONS
- Professional Engineer's License is preferred
Technical Knowledge and Skills:
Must have thorough knowledge of street maintenance, repair, and construction, as well as related facilities.
Must understand the occupational hazards and safety precautions associated with this work.
Must be skilled in using specialized tools and operating equipment related to assigned tasks.
Must be able to read, understand, and follow safety rules and ensure OSHA compliance.
Supervisory and Administrative Abilities:
Must be able to assign, supervise, and evaluate the work of others, including night call crews.
Must be able to prepare reports and interpret/enforce City and departmental policies and procedures.
Must be able to work independently and make sound decisions.
Communication and Interpersonal Skills:
- Must be able to communicate effectively with subordinates, other employees, and the general public.
PHYSICAL REQUIREMENTS
Hearing/Speaking
Must be able to express and receive information through spoken communication to effectively interact with supervisors, employees, property owners, and the public in person and via telephone. Must be able to hear over the noise of operating motors and equipment to provide instructions or respond to questions.
Visual Abilities
Far acuity: Must have clear vision at 20 feet or more to observe other workers, traffic, pedestrians, and equipment for safety when directing operations. Visual clarity: Both eyes 20/22 - Right 20/25 - Left 20/25 corrected.
Near acuity: Must have clear vision at 20 inches or less to read paperwork, view tools, operate radios, and use work aids. Both eyes 20/25 corrected.
Depth perception: Must have three-dimensional vision to judge distances accurately. Essential for coordinating tasks using both hands and for ensuring the safety of employees and the public. Depth perception rated 4.
Field of vision: Must be able to see a wide area while focusing on a single point in order to monitor traffic and activity around the work zone.
Accommodation: Must be able to adjust visual focus quickly between objects at different distances-important when alternating attention between nearby tasks and distant hazards or personnel.
Physical Strength
Medium work: Able to exert up to 50 pounds of force occasionally, 20 pounds frequently, and 10 pounds constantly to move objects.
Job requires sitting, walking, standing, stooping, kneeling, crouching, reaching, lifting, bending, stretching, and squatting. Requires frequent use of arms, hands, legs, and feet.

Must be able to calculate and estimate materials such as concrete, asphalt, and stone needed for tasks. Able to estimate costs and time and document actual figures accurately.
Language and Reading Ability
Must be able to read and understand operator manuals, safety rules, construction plans, City policies, maps, street signs, blueprints, and technical documents.
Writing Ability
Must be able to write notes, instructions, schedules, reports, requisitions, and records of materials, time, and work completed.
Verbal Communication
Must communicate effectively with supervisors, staff, and the public. Must be able to speak clearly and respond quickly during emergencies, both in person and via two-way radio.
Environmental Conditions
Working Conditions
Work occurs both indoors and outdoors. Indoors: protected from weather but not necessarily from temperature changes. Outdoors: exposed to varying weather conditions including rain, sleet, ice, snow, high winds, flooding, and fog. May be required to navigate uneven or unsanitary terrain and tolerate offensive odors. Must be comfortable working in hot, cold, wet, dirty, or sweaty conditions.
Hazards
Exposure to natural and manmade elements including trash, vegetation, soil, concrete, asphalt, stone, debris, and insects. Work may include confined spaces and areas in dangerous condition. Exposure to dust, mud, wet conditions, and uneven terrain. Work is subject to OSHA's final standards for bloodborne pathogens.
Machinery, Tools, and Equipment
Includes, but is not limited to, city vehicles, computers, hardware and software, two-way radios, telephones, budget documents, safety policies and manuals, construction plans, blueprints, technical manuals, stormwater design guidelines, watershed plans, city ordinances, personnel policies, printers, copiers, calculators, pens and pencils, APWA and environmental journals, code books, and other position-related work aids.
