Description:
The Project Manager is responsible for management of installing and maintaining Force-on-Target training systems at various US Army CONUS sites, analysis of training range IT Networks, troubleshooting and solutions. The Project Manager reports to the Program Manager and works with the Engineering team for preparation of equipment to be fielded, installing the equipment and on-call support of the installed systems. Candidate must possess experience building, operating, testing, and training with systems involved in Digital Range Training Systems (DRTS). Strong organizational skills, communication skills, and the ability to work independently are required, as candidate will have regular interface with military and civilian customer personnel. Candidate must be self-sufficient and must be able to manage the program with minimal management oversight. This candidate will have the following key responsibilities:
Job Duties:
Serve as the lead of the DRTS program, with personnel management and program management responsibilities
Provide Program Management support to the DRTS as the Prime for the contract as assigned to include:
DMPTR and DMPRC Technical Reviews (TR), for the purpose of presenting the proposed HW selection and system design that meets the ATO Baseline.
Work required to plan, procure, prepare, test, install, troubleshoot, integrate, and verify the CTR to include the removal and accountability of the components being replaced.
Test Readiness Reviews (TRR) and System Verification Tests (SVT)
Provide management, planning, organization, control, and coordination of the DRTS program
Responsibility for ensuring all financial objectives are met on the DRTS program and assigned tasking; including the development and management of financial plans (Long Range Plans, Operating Plans, Outlooks)
Coordinate program activities across multiple functions; and ensure program goals, objectives, and scheduled deliveries are met
Initiate product orders, establish priority and track hardware status, resolve program issues, and ensure delivery of spares and repairs to meet dynamic schedule requirements
Maintain and monitor program metrics identifying operational deficiencies, establishing root causes, and implementing corrective actions; and continuously identify areas of process improvement for program policies, processes, and procedures
Kick-off and lead all proposals from receipt of RFP through contract negotiations and contract award
Provide weekly status reports, items of interest, executive briefs, and data call responses to Senior management (or more frequently as requested/required)
Prepare for and lead programmatic reviews and audits with external customers, internal stakeholders, and management
Incite and sustain enthusiasm and high team performance to deliver quality products on schedule
Perform other relevant duties as assigned
Basic Qualifications:
Seasoned and experienced as an IPT (Integrated Product Team) Lead, Functional Program Lead, Deputy Program Manager, or Program Manager on a range or integrated logistics support (ILS) program
Experience supporting or leading proposal development activities as a Proposal Manager, Program Manager, Functional Lead, and/or BOE Author
Experience working with suppliers and/or subcontractors
Risk and Opportunity Management experience
Highly effective management and leadership skills, fully embracing and continuously applying Full Spectrum Leadership imperatives
Strong interpersonal, communication, and networking ability
Demonstrated program or project planning to include forecasting requirements; and defining/tracking tasks, schedule, and budget
Proven ability to identify, understand, communicate, and lead diverse teams to solve complex issues and problems
Demonstrated ability driving continuous improvement across programs, projects, and teams through process improvement and change management events
Experience managing and operating effectively in a fast paced and constantly changing environment
Highly competent in MS suite of tools to include Word, Excel, PowerPoint, and Project.
Active US Security Clearance: SECRET
Desired Skills:
PMP Certification
Prior Program Management experience
Experience working with external customers in a customer-facing role
Experience with contract administration and management
Experience leading large multi-disciplinary teams on a range or ILS program
Relevant knowledge and experience with Army processes, management tools and resources
