Under general direction, inspects residential, commercial and other types of buildings and structures in all stages of construction, alteration and repair; enforces safety regulations and building, plumbing and electrical codes and other regulations; does related work as required or assigned.

Representative Duties

  • Makes field inspections of residential, commercial, and other types of building projects at various stages of construction for conformance to applicable plumbing, electrical, structural, and building codes, City ordinances, and state laws;
  • Receives and reviews building plans; performs and assists in regular plan-checking at the public counter;
  • Inspects swimming pools, new and old plumbing, sewer lines, water heaters, fire lines, furnaces, vents, sprinkler systems, gas piping, and appliances;
  • Inspects new and old wiring and electrical installations in residential, commercial, industrial, and other buildings;
  • Reviews permit applications; examines wiring diagrams, plans, and specifications;
  • Verifies that installations conform with permits and plans in all respects;
  • Keeps detailed records and prepares reports;
  • Assists in special enforcement problems related to business licenses and nuisances when referred;
  • Advises and confers with Planning Division and Fire Prevention staff .

Organizational Responsibilities

Positions in this Class report to the Community Development Director or designee. This is a strong Class performing a combination of varied and inspection duties independently at building sites and is responsible for construction and alteration work being done in accordance with approved plans and in accordance with the Building Code and related laws and ordinances. The title indicates that positions cover all inspection fields, but receive specialized support in electrical or structural inspections on major projects.

Education and Experience

Equivalent to graduation from high school; AND three (3) years of journeyman-level experience in the last five (5) years in all types of building construction, preferably at the foreman, general contractor, or maintenance engineer level. Additional college-level training in engineering or in fields related to this work is desirable. May substitute for up to two (2) years of experience.

Knowledge and Abilities

Thorough knowledge of building materials, construction, and installation in standard residential, commercial and industrial structures; of state regulations and uniform building, plumbing, and electrical codes, ordinances, and laws. Thorough knowledge of heating, air-conditioning, and ventilating equipment; of installations in all types of buildings and structures; of blueprint reading; knowledge of the principles and practices of building inspection, building materials accepted safety standards, and modern methods of building construction. Ability to analyze, interpret and accurately check building plans and specifications; to prepare clear and detailed written reports; to establish and maintain effective communications with contractors, architects, builders, City and other government officials, and the public; to work independently without close supervision.

License

Must have and maintain a valid California Driver's License, Class C.

Must have or obtain with 12 months of hiring and maintain valid ICC Certification as a Residential or Commercial Inspector.
