DEFINITION

DISTINGUISHING CHARACTERISTICS

This is a specialized, single-position classification. Assigned functions may include, but are not limited to, managing contracts and/or subcontracts for capital improvement projects or other special projects, project management responsibilities, and/or regulatory oversight for ongoing department programs. Incumbents in this classification may be assigned to assist other departments with similar projects. Incumbents perform a variety of administrative work related to assigned Public Services Department programs and projects.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Project and Parks Superintendent, an assigned Deputy Public Services Director I, II Administration, or the Public Services Director. Exercises no supervision over staff. May provide lead direction, work coordination and training, as assigned.

EXAMPLES OF ESSENTIAL DUTIES

  • Participates in all phases, as required, of assigned projects, including project initiation, consultant selection, design, bidding, construction, and post construction.
  • Confers with and coordinates other County department managers and representatives regarding new construction and/or alterations to existing facilities.
  • Maintains records related to compliance with the pertinent laws, codes, regulations, and agreements according to state and federal regulatory laws, Lake County Code, and contracts.
  • Defines space and function needs of proposed projects through discussions with affected County employees and/or managers.
  • Conducts feasibility studies and research to determine project requirements, options, and costs for proposed facility modifications.
  • Coordinates long-range preventative maintenance schedules and maintenance inventory systems for county facilities and landfill.
  • Researches publications and sources for information to be incorporated into projects.
  • May participate in, and assist with planning, organizing, directing, and overseeing administrative work related to maintenance, repair, and upkeep of County facilities.
  • Assists in setting project budgets and schedules, and is responsible for monitoring, managing, and meeting approved budgets and schedules.
  • Assists in seeking and evaluating potential funding sources for County facilities projects.
  • Conducts periodic inspections of county facilities to identify maintenance needs.
  • Prepares requests for proposal, supervises the consultant selection process, negotiates, and administers consultant contracts.
  • Designs and prepares or directs the design and preparation of plans and specifications that meet project requirements and comply with County standards.
  • Prepares cost estimates or directs the preparation of cost estimates for projects and makes recommendations, as needed, to meet project budgets.
  • Assists in preparing and processing documents necessary for applicable notices, permits, and approvals.
  • Prepares documents necessary for bidding and manages the bidding process.
  • Monitors construction for conformity and compliance with plans, specifications, codes, and ordinances.
  • Assists with the management of projects during construction, including coordination of County departments and preparation of change orders, payment requests, punch lists, and reports.
  • Ensures that as-built data is properly recorded, operation and maintenance data is distributed, and that projects are properly closed out at completion.
  • Follows through on warranty issues during warranty period and ensures timely and proper repair or replacement of covered items.
  • Provides regular status reports for all assigned projects, including any potential issues and/or delays that may affect funding and/or budgets.
  • Assists in maintaining specification, code, and project information libraries and data.
  • Assists in preparation or evaluation of reports, studies, correspondence, long range plans, or presentations as required.
  • Responsible for managing specialized program related to the maintenance, use, or operation of County facilities, including management of the hazardous materials program.
  • Performs related duties as assigned.
MINIMUM QUALIFICATIONS

Knowledge of:

  • Principles of project planning, development, coordination, and direction.
  • Building code requirements and OSHA construction standards.
  • General practices, methods, tools, equipment, and materials used in general construction and grounds maintenance trades.
  • Laws, rules, regulations, and ordinances applicable to capital improvement projects, facilities development, maintenance, and repair.
  • Construction methods and materials and their application to design.
  • Project management techniques relating to construction projects.
  • Safe work practices and safety regulations.
  • Budget development, fiscal monitoring, and fiscal control.
  • Contract administration.
  • Public contract code and other laws relative to public sector construction, and contract administration.
  • Principles of mathematics related to the building trades.
  • Computers and software, including those used in facilities management, development, maintenance, and operations work and project administration.
  • Customer service principles and techniques.
  • Written and oral communications skills.
  • Proper English spelling, grammar, and punctuation.
  • Computers and software programs (e.g., Microsoft software applications) to conduct research, assess information, and/or prepare documentation.

Positions in this class may require local and statewide travel as necessary.
