Planning Supervisor - Development Review Enterprise

About the Job: In this position, you will provide direct supervision and leadership of Development Review Enterprise staff. You will oversee performance management, training, coaching, process improvement, staff empowerment, and technical guidance. You will also perform advanced planning duties by reviewing complex building permits, tracking benchmark stats, develop and implementing policies and procedures to streamline permitting processes.

As a Planning Supervisor , you will:

  • Manage team members by assigning and tracking workloads, providing guidance, feedback, and recognition to the team, training, mentoring, as well as oversight of performance evaluation, and creating and monitoring customer service goals
  • Develop and implement performance metrics for the Development Review Enterprise Division team in collaboration with the Planning Manager including measures for customer satisfaction, staff workload, on-time reviews, etc.
  • Review applications for compliance with city code and other applicable regulations; verify all components of applications are provided and are in compliance; includes plan reviews, certificate of occupancy inspections, and processing financial assurances for private improvements.
  • Present project proposals at public hearings of the City Planning Commission and City Council
  • Oversee the administration of administrative permits (i.e. Temporary Use, Short Term Rentals, Revocable, etc.)
  • Review applications of appeals of prior decisions; testify in legal proceedings regarding review processes and legal compliance of City actions
  • Assist the Reviewers in answering questions relating to the city zoning and subdivision codes/plans review and customer inquiries
  • May be assigned as a liaison to various groups or projects, representing the department on various issues

Knowledge, Skills, and Abilities:
  • Knowledge of principles and practices of effective project management
  • Knowledge of pertinent federal, state, and local policies, procedures, and regulations
  • Knowledge of Geographic Information Systems (GIS) and project management systems
  • Manage and supervise staff in a respectful, humanistic manner
  • Lead, organize, and review the work of staff
  • Ability to make decisions and/or recommendations regarding policy development and implementation
  • Ability to prioritize, organize, and manage multiple projects
  • Balance serving the administration and the community simultaneously
  • Communicate clearly and concisely, verbally and in writing; prepare clear and concise reports
  • Establish and maintain effective working relationships
  • Create a safe working space for employees where all voices are heard and collaboration is valued
  • Bachelors degree from an accredited college or university with major coursework in planning, geography, architecture, public administration, or a related field
  • Five years of full-time professional planning experience and two years of supervisory experience
