Our team is seeking Professional Engineers or engineering project managers who are driven by the opportunity to solve problems and the power of innovation to shape communities. We are looking for skillful Senior Engineers/Project Managers to support our Utilities Team within the Public Works Department. Our Utilities Team is responsible for critical infrastructure projects to ensure the provision of water, stormwater, and sewer utilities to our residents. Some upcoming projects include: repairing a landslide, working on a sewer lift station, completing a water reservoir retrofit, and improving fish habitat near Issaquah Creek. We are looking for a Senior Engineer or Project Manager to plan, direct, and manage multiple diverse and complex utilities projects, programs, and systems. This person will be responsible for delivering projects on schedule and within budget. Senior Engineers/Project Managers establish goals, priorities, policies, and procedures for assigned projects. They communicate information about their projects to the community, elected officials including presentation to the City Council, and other jurisdictions and agencies. Senior Engineers/Project Managers work to evaluate and respond to infrastructure needs and community concerns.

Manages design and construction of large and/or complex capital improvement projects for water, sewer, and storm water systems.
Prepares or reviews project plans and specifications, including analyzing project requirements, physical constraints, City code and permit conditions, and other pertinent data; prepares engineers estimate of cost; and assures that project designs are in compliance with a variety of local, State, and federal rules and regulations governing public works projects.
Prepares and submits grant applications for assigned projects and administers and manages the grant through the duration of the project.
Prepares long-term capital improvement plans, including project budgets, schedule, and workplan.
Establishes goals, priorities, policies, and procedures for assigned programs or projects; and presents recommendations to department manager, director, or City council.
Selects and supervises consultant teams; manages consultant performance and work product.
Represents the City in communications and negotiations with other jurisdictions and agencies, contractors, property owners, investors, real estate developers, the media, and the general public; responds to sensitive and/or difficult inquiries from elected officials, the Mayor, City administration, or the general public.
Provides construction management of active projects, including making field engineering decisions, conducting field inspections, coordinating with construction inspectors, reviewing submittals, and preparing pay estimates.
Prepares and presents written, oral, and visual reports to the City Council, City boards and commissions, the Hearing Examiner, community groups, and/or the general public; includes compiling and analyzing data and providing written recommendations; communicates technical information to non-technical audiences.
Serves as technical expert to other City staff, contractors, developers, and the general public.
Responds to questions and complaints from the public regarding issues related to assigned projects, division, or department.
- Bachelor's degree in civil engineering, business or public administration, construction management, project management, urban planning or related field.
- Five or more years of experience in civil engineering or similar field, including three years of project administration and project management responsibilities.
- Professional Engineer's license preferred but not required.
- Valid WA State driver's license and a driving record that meets City standards.
- Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.
- Effective principles and practices of project organization and management.
- Principles, practices, and methods of civil engineering.
- Practices and techniques used in engineering design and drafting.
- Methods and techniques used in engineering plan review.
- Engineering contract management, including the request for qualifications/proposals process.
- Principles, practices, methods, and materials used in the construction of public infrastructure.
- Current literature, trends, and developments in the area of specialty.
- Public engagement methods and techniques; the public involvement process, including agenda bills, Council committee, and Council approval process.
- Applicable laws, codes, regulations, policies, and procedures.
Skill in:
- Applying and interpreting codes, contract specifications, permit conditions, and other applicable rules, regulations, and standards.
- Problem solving, including anticipating problems and creating innovative solutions.
- Negotiating with contractors, consultants, and other interest groups.
- Using computers and applicable software programs.
- For some Senior Engineer positions, hydraulic and hydrologic modeling, including WWHM, DCRTS, MGS Flood, and HEC-RAS or similar.
Ability to:
- Direct and inspect the work of consultants, contractors, and staff on specialized engineering projects.
- Prepare and administer work programs, including monitoring budgets, work schedules, grant requirements, and progress reviews.
- Mentor, coach, train, and/or supervise professional, technical, and administrative staff.
- Prepare accurate plans, specifications, cost estimates, and engineering reports.
- Analyze problems, identify solutions, and predict and minimize risks.
- Make presentations on complex and/or sensitive issues; communicate technical information to non-technical audiences.
- Communicate effectively with elected officials, contractors, City staff, and the general public.
- Prepare and maintain accurate records and files.
