This is highly skilled supervisory work directing and performing maintenance, construction, and repair activities for the Electric Department of the City. Work involves directing and assigning linemen in overhead and underground power restoration, distribution, and maintenance and repair jobs and projects, enforcing safety procedures, conferring with customers and utility companies, and resolving problems, in compliance with policies and procedures.
Employee works under the direction of a line superintendent or manager. Employee is subject to being called in for emergencies. Employee must have the ability to make appropriate decisions regarding safety procedures, solve problems regarding power outages, work effectively with customers, public utilities, and subcontractors, and ensure compliance with safety procedures and policy. Supervision is exercised over various lineworkers and equipment operators. Work is reviewed through submission of daily reports and review of completed projects for quality and adherence with policies and procedures.
(May not include all duties performed.) Coordinates, organizes, directs, schedules, and assigns electric line maintenance, repair, and construction jobs and projects for the City; prioritizes work; assigns and schedules daily work from work orders; sets productivity levels and deadlines for task completion; makes staffing decisions; sets performance standards. Supervises work crews; assesses jobs in various locations; discusses proper technical and safety procedures; assists crews and resolves technical problems; enforces safety standards and requirements; inspects projects to ensure proper completion; establishes, communicates, and enforces policies and procedures; provides proper training; conducts annual performance evaluations; coordinates and works with sub-contractors and utility companies; responds to emergencies on all shifts. Performs duties of line worker when needed; operates bucket and digger trucks, backhoe, forklift, trencher, fault locator, and other light and heavy equipment, power tools, and other vehicles; locates and isolates damaged cable; climbs utility poles, handles dangerous, high voltage electrical devices; solves outage problems on all shifts in all types of adverse weather conditions when required. Ensures proper equipment and materials are available; monitors vehicles and equipment; ensures proper maintenance and replacement of equipment; locates supplies and parts necessary to perform specific projects. Handles service calls and complaints from the public; interacts and coordinates regularly with utility companies, sub-contractors, and other agencies; performs follow-up inspection and review of work completed; oversees and inspects work performed by sub-contractors. Prepares daily work reports and maintains records; conducts follow-up on projects. Performs other related duties as assigned.
Possession of a high school diploma and 5 years progressively responsible experience as a journey-level line worker including some supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:
Thorough knowledge of and familiarity with the principles and practices of electric power line system construction, operation, and maintenance.
Thorough knowledge of the standard methods, materials, tools, and equipment used in the installation, maintenance, and repair of an electrical distribution system.
Thorough knowledge of the hazards and necessary safety precautions required in electrical distribution maintenance work.
Considerable knowledge of electrical theory.
Considerable knowledge of the safe and correct use of heavy equipment, hand and power tools common to the work.
Some knowledge of principles of supervision.
Ability to locate, diagnose, and repair defects in electrical distribution system.
Ability to climb poles and to perform maintenance on high voltage lines.
Ability to train, assign, and supervise subordinate line workers.
Ability to work precisely under extreme weather conditions.
Ability to understand and execute oral and written instructions and to interpret electrical diagrams and plans.
Ability to use all the tools of the trade.
Ability to keep records and prepare reports.
Ability to instruct line crews concerning the practices, methods, tools, and occupational hazards of the work.
Ability to operate tools and heavy equipment used in electrical distribution installation, maintenance, and repair operations.
Ability to handle complaints and service requests from the public effectively and tactfully.
Ability to communicate effectively with other employees, contractors, other agencies, and the public.
Ability to establish and maintain effective working relationships with others.
Ability to drive motor vehicles to various work assignments to inspect work.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid Ohio commercial driver's license.
Completion of Power Lineman courses and certification as Journeyman Lineman.
