Job Title: Construction Manager/Administrator (CM-CA)

Project Details (Size, SOW, Site Background, etc.):
- SOW: The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Salem, VA VAMC
Daily Responsibilities:
- Monitor project financials, including budget tracking, cost accounting, and management of contract change orders.
- Maintain financial spreadsheets showing fund allowances, obligations, expenditures, and projections.
- Prepare cost estimates, evaluate change proposals, and compile change order packages for Contracting Officer approval.
- Record daily construction activities and site events impacting progress.
- Maintain and coordinate project schedules with contractors, identifying and addressing slippages in a timely manner.
- Attend and participate in weekly or bi-weekly project progress meetings with all relevant stakeholders.
- Review contractor payment applications and assist with VA-required documentation and processing.
- Maintain comprehensive records of project developments to support issue resolution.
- Conduct regular progress meetings, facilitate stakeholder coordination, and support problem-solving discussions.
- Oversee independent quality control and material testing (e.g., soil, concrete, steel, fireproofing, curtain wall systems, roofing, elevator installations).
- Support commissioning activities including:
- Start-up planning, forecasting durations and costs.
- Organizing commissioning teams, performing system checks, and overseeing training.
- Managing O&M document collection and verification.
- Maintain marked-up sets of project drawings for future as-built documentation.
- Perform site inspections, flag non-conforming work, and coordinate corrections with contractors and VA.
- Develop and manage punch lists of construction deficiencies and omissions.
- Support coordination of relocation efforts and Owner-furnished equipment.
- Handle submittal reviews, RFI responses, daily logs, and construction documentation.
- Assist with project closeout submittals and all other construction-related tasks required by the VA.
Required Qualifications (Experience, Education, Certifications, Clearances, etc.):
- May possess a degree from an accredited institution of higher learning or demonstrate equivalent experience.
- A minimum of three (3) years of verifiable construction experience may substitute for formal education (subject to review).
- Must provide a detailed dossier including three (3) projects of comparable scale and complexity where the candidate held a similar role.
- Demonstrated working knowledge of construction practices, with ability to support:
- Quality assurance, time management, safety oversight, cost control, change management, and construction documentation.
- Familiarity with field operations of both general and subcontractors, and experience in active building construction environments.
- Hands-on experience monitoring quality of construction work, identifying inconsistencies with design documents, and assessing acceptable work-in-place against baseline schedules.
- Strong communication, documentation, and computer literacy skills.
- Ability to use a variety of software platforms for project tracking, updates, reporting, and data compilation.

- Experience as a CMa managing VA projects
- Experience as a CMa managing Medical projects
