The Executive Project Manager, under the supervision of the Department Director, is responsible for overseeing and managing a variety of road and infrastructure projects. This role requires active field engagement, coordination with call centers, and hands-on troubleshooting of issues such as water backups and permit challenges. The Executive Project Manager ensures all work complies with applicable engineering standards and regulatory requirements.
The Executive Project Manager will direct field teams, work closely with road and engineering departments, and ensure smooth execution of projects from initiation through closeout. A critical function of this position is to investigate and resolve calls and complaints from residents and county commissioners, ensuring concerns are addressed promptly and effectively, and maintaining open communication with stakeholders.
This position ensures that infrastructure initiatives are delivered efficiently, safely, and in alignment with community needs.
Required Tasks
- Develop and maintain detailed project schedules, ensuring all project milestones are met on time.
- Coordinate and lead staff meetings to address and resolve operational issues within the Roads and Engineering departments.
- Engage with contractors and staff to address delays and expedite the completion of high-priority service requests.
- Collaborate with the designated GIS Manager to maintain accuracy and ensure regular updates of the Roads GIS GEO database.
- Collect and review inspection reports from team members to ensure compliance and accuracy.
- Investigate and resolve complaints by residents and Commission.
- Executive Liaison to address and provide updates on delayed service issues.
- Identify and assess structural and roadway issues, and coordinate with the appropriate divisions to ensure timely and effective resolution.
- Coordinate with stakeholders, including engineering teams, contractors, and local authorities to ensure alignment of project goals.
- Conduct regular site visits to monitor progress, assess safety conditions, and ensure compliance with engineering designs and standards.
- Coordinate with Roads & Engineering leadership to align staff training initiatives with departmental operational objectives.
- Oversee contractors and field teams to ensure quality control and that work is being executed according to plans.
- Identify and address any issues that arise during construction projects, such as water backups, drainage problems, and other unexpected challenges. Work with the relevant teams to troubleshoot and resolve these problems promptly.
- Collaborate with DPS/ESD leadership to resolve conflicts and address project-related inquiries, ensuring responsibilities are properly assigned to the appropriate division.
- Work closely with call centers to manage incoming service requests, complaints, and updates related to ongoing projects and point person to follow up with delayed responses.
- Prepare regular status reports for the Division Director and other stakeholders.
- Provide guidance and direction to identify any high priority issues that arise over all DPS divisions and any of the 43 communities of Wayne County, ensuring that they have the necessary resources and training to complete their tasks.
- Ensure that all project deliverables are met, complaints are addressed, that any final inspections are completed, and that all project documentation is properly closed out.
- Perform other duties and special projects as assigned.
Educational Requirements
- A Bachelor's Degree from a recognized college or university with a major in Civil Engineering.
Experience Requirements
- Six (6) years of full-time paid experience in construction management, field supervision, or civil engineering projects, coordinating and overseeing infrastructure projects.
