Job Description

Turner & Townsend is seeking an experienced Associate Director - Cost Manager / Quantity Surveyor to lead cost management services for a key technology client engaged in the expansion of high-tech manufacturing facilities. This role is part of one of the most impactful capital programs in the region and offers the opportunity to work on complex, high-value construction projects that are shaping the future of advanced manufacturing.

As a senior leader, you will be responsible for managing client relationships, overseeing project delivery, and guiding a team of cost professionals to ensure excellence in service and outcomes.

Responsibilities:

  • Lead cost management services across one or more major client accounts.
  • Act as the primary client interface, ensuring alignment with client goals and expectations.
  • Provide strategic oversight of cost planning, estimating, change management, and reporting.
  • Manage and mentor a team of cost managers and quantity surveyors, fostering growth and performance.
  • Oversee commercial management throughout the project lifecycle, including procurement strategy, contract negotiation, and final account settlement.
  • Drive consistency and quality in service delivery using Turner & Townsend's best practices and tools.
  • Identify opportunities for process improvement, innovation, and value engineering.
  • Support business development efforts, including proposal writing and client presentations.
  • Maintain strong relationships with internal and external stakeholders, including contractors, consultants, and client leadership.
  • Ensure compliance with internal systems, financial controls, and SOX requirements (where applicable).
  • Represent Turner & Townsend at industry events and contribute to knowledge sharing and team development.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

  • Bachelor's degree in construction management, quantity surveying, engineering, or a related field
  • Graduate degree preferred
  • Minimum 8 years of relevant experience in cost management within the construction industry
  • Strong background in construction consultancy and client-facing delivery
  • RICS certification (or equivalent) required
  • Proven leadership experience managing teams and delivering complex capital projects
  • Excellent communication, negotiation, and stakeholder management skills
  • Experience with high-tech or advanced manufacturing facilities is a strong advantage
  • Bilingual in Korean and English is strongly preferred
