The Public Works Department is actively seeking an Engineering Technician Principal.

This is technical engineering work at the seasoned, advanced level in the planning and design of complex maintenance and construction projects. The work requires a knowledge of engineering principles, methods, and techniques which is learned through specialized education and training supplemented by extensive related experience. Schedules, assigns, reviews, evaluates, and monitors the work of assigned staff. Contacts require skills in understanding and influencing people which are important in coordinating support activities and resolving related work problems. The work tasks are covered by engineering principles, methods and techniques and involve a wide variety of differing situations requiring use of judgment. The work is performed in both office and field environments where there are some risks and hazards, but they are known, predictable and controllable. May operate survey, drafting and other technical engineering equipment; motor vehicles; and personal computers, calculators and other standard office equipment. The physical demands are minimal and include exposure to dirt, dust and other unfavorable environmental conditions. The work is performed under limited supervision where the work assignments are subject to established methods, techniques and procedures; the worker plans and organizes the work, and determines priorities; and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness and adherence to established methods and standards.

Examples of Work

  • Plans and designs complex maintenance and construction projects of facilities and structures.
  • Prepares and reviews construction designs, plans, specifications, legal descriptions, cost estimates, and bid documents on assigned maintenance and construction projects.
  • Attends and oversees bid openings and preconstruction conferences.
  • Coordinates with other agencies on matters related to the planning, design and implementation of construction projects.
  • Schedules, assigns, reviews, evaluates, and monitors the work of assigned staff.
  • Responds to, investigates and resolves complaints related to ongoing projects.
  • Reviews plans, specifications and permit applications for adherence to standards.
  • Inspects, oversees and monitors the work of contractors to ensure compliance with project plans and specifications.
  • Reviews project disbursement requests and authorizes payments.
  • Maintains project records and prepares project status and related reports.
  • Coordinates and manages details of consultant projects.
  • Prepares applications for and acquires necessary permits from local, state and federal agencies.
  • Operates a computer using word processing, spreadsheet, and related software applications.
  • Demonstrates proficiency in the City of Jacksonville Core Competencies.
  • Performs related work as required.

Open Requirements/Supplemental Information

  • A seven (7) year combination of education, training and experience in technical engineering which includes at least two (2) years of responsible technical engineering work in planning and designing maintenance and construction projects.

LICENSE/CERTIFICATION/REGISTRATION:

  • A valid driver's license is required prior to appointment and must be maintained.
  • City of Jacksonville Public Driver Certification is required and must be maintained.

  • The probationary period for this class is one (1) year.
