NATURE OF WORK: The Water Distribution Superintendent operates under general direction from the Field Services Manager and Public Works & Utilities Director. Serves as a division leader performing a wide variety of semi-skilled and skilled work related to construction, ditch system management, irrigation system management, plumbing, potable water system maintenance and repair and non-potable water system maintenance and repair. Supervises and works in conjunction with Parks Superintendent, Streets and Stormwater Superintendent, and Wastewater Superintendent to schedule shared equipment and maintenance project workflow.
ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES
- Leads and supervises workforce based on organizational goals, budget considerations, and staffing needs by using sound judgment and appropriately delegating and monitoring performance against predetermined standards and holding staff accountable for meeting day-to-day expectations.
- In cooperation with the Field Services Manager and Human Resources Department, hires, trains, oversees scheduling, conducts performance evaluations, and handles employee relations issues.

- Serves as Water Division leader. Works closely with Field Services Manager to prioritize repairs, services, and maintenance functions. Ensures accuracy, quality control, and regulatory compliance (where applicable).
- Assists in maintaining accurate records of maintenance, repairs, inspections, construction projects and emergency service calls. Prepares and generates reports. Maintains equipment records for services and maintenance.
- Assists in ordering, receiving, stocking, and distributing supplies and equipment.
- Assists in annual budgeting and capital improvement program development.
- Coordinates and/or participates in planning and work with other divisions, City departments, and other agencies.
- Proficiently operates applicable motorized equipment such as pickup trucks, dump trucks, front end loaders, skid steer loaders, backhoes, tractors, mowers, plows, road graders, excavators, street sweepers and similar equipment as well as small engine equipment.
- Ensures compliance with local, state, and federal agencies standards and regulations. Interprets policies and procedures established by all related regulatory agencies.
- Assists in the coordination of the activities of consultants and contractors employed in the division.
- Assists in reviewing or preparing plans and specifications for contract work and inspects work performed for compliance with standards.
- Participates in snow and ice control, landscape maintenance, and/or refuse collection as needed.
- Serves on-call as required; responds to emergencies and performs after-hours work. May work a varying schedule and/or shift.
- Trains employees in responding to all on-call situations and filling in for sick or injured employees.
- Ensures that employees are equipped with proper safety apparel and trained for proper safety equipment use and are in compliance with safety standards set forth by the City, including confined spaces.
- Performs, coordinates, and/or leads all ditch system management, irrigation system management, plumbing, potable water system maintenance and repair and non-potable water system maintenance and repair.
- Performs and/or coordinates all water quality testing and regulatory compliance procedures.
- Serves the City as the Operator in Responsible Charge of the water distribution system, responsible for all decisions related to the daily operations of the potable and non-potable water systems.
- Performs water pipeline maintenance; assist in the installation, repair and replacement of service and main lines; detect leaks; repair of service and main line leaks; repair, replace and exercise of water valves and fire hydrants; read water meters and record consumption; identify addresses for new meters; identify and address water meter equipment problems; activate and deactivate meters; inventory meter equipment; perform meter maintenance, including pulling meters from vacant establishments; perform meter change-outs and shut-off as required.
- Coordinates and manages all cross-connection control program activities.
- Leads pesticide/herbicide field application within ditch footprint and water facilities. Manages annual ditch burning activities.
- Leads annual water system maintenance, including backflow compliance, hydrant flushing, non-potable system season start-up and winterization, and valve exercising
- Knowledge of general operational procedures of household, water distribution and irrigation systems, including backflows, service lines, water meters and related fixtures.
- Ability to read, interpret and implement construction, engineering, landscaping, and irrigation plans.
- Knowledge of and ability to install, coordinate, and/or maintain traffic control measures and street signs in accordance with all Manual for Uniform Traffic Control Delineation (MUTCD) standards.

EDUCATION, EXPERIENCE, AND LICENSURE
Required:
Bachelors degree in a related field.
Four years of experience water system maintenance and operations.
Valid Colorado Drivers License or ability to obtain within six months of hire.
Possession of or the ability to obtain within six months of employment:
Colorado Class B CDL Drivers License.
Backflow and Cross Connection Control Certification
First Aid and CPR certifications.
Colorado Department of Transportation Flagger certification.
State of Colorado Class II Water Distribution Certificate (As the distribution system expands, employees will be required to obtain one level of license higher than required by the State of Colorado).
Equivalent combinations of education and experience may be considered.
Preferred:
- Bilingual in English and Spanish.
- Experience in public/municipal sector.
- One year of lead or supervisory experience.

The employee is regularly required to exercise mental and visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 95 pounds on an occasional basis. The employee may need to climb ladders, climb scaffolding, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy pedestrian and vehicle traffic. The employee may need to work in all outside weather conditions near moving equipment and vehicles in areas with elevated noise and dust levels and where chemicals may be utilized. Work is performed in both office and field settings.
