POSITION Senior Project Engineer

Vision of Role

The Senior Project Engineer executes contract packages to which they are assigned, consistent with project objectives and principles. Their key role is to verify that the contractors perform detailed engineering and procurement services in accordance with contractual requirements, inclusive of their specifications and standards. The Senior Project Engineer ensures deliverables from the contractor enhance construction efficiency and when required, follows the project through construction, commissioning and start-up.

The Senior Project Engineer Position may require travel to contractor offices and their sites on a regular basis.

ROLES AND RESPONSIBILITIES

• The Senior Project Engineer is to monitor contractor engineering and procurement performance across the broad areas of cost estimating and progress measurement, quality, schedule, and construction planning. The Senior Project Engineer is the focal point for appraising contractor engineering and procurement performance and ensuring that deficiencies are corrected in a timely manner to successfully complete the contract package to which they are assigned, consistent with the Project Objectives and technical requirements
• Coordinates inter-disciplinary activities and interfaces of both and contractors, then monitors and appraises contractor engineering and procurement performance. Solves problems, proposes solutions, resolves complexities throughout the life span of the engineering effort. The Senior Project Engineer is the technical and engineering coordination leader responsible for:
• Coordination of and participation in PFD, P&ID, HAZOP, etc., review meetings and technical proceedings
• Coordination of all sites and contractor engineering and design resources, including manpower planning, inter-disciplinary squad checks, clash checks, etc.
• Coordinating and participating in development of equipment specifications, bids, bid tabs, vendor selection as required
• Monitoring, controlling, and reporting of engineering progress against cost/schedule/quality baselines
• Verifying that work is proceeding in compliance with their standards and specifications as well as industry codes, standards and accepted practices
• Assist the Engineering Manager in development of an Engineering and Design Management Plan
• Setting an MOC compliance strategy for the project, then ensuring engineering package issuance is consistent with that strategy.
• Assumes Engineering Manager's role in Engineering Manager's absence or as required
• Ensure engineering packages meet all specified requirements in accordance with published requirements
• Coordinate the appraisal ( engineering and procurement Quality Assurance) of contractor performance with other members of the Project Team inclusive of discipline engineers, and follow any action items to resolution
• Coordinate with base groups to ensure efficient tie-ins to the base plant
• Keep the Engineering Manager and Project Manager advised of potential problems that might delay the engineering effort.

Specific Project Engineering Duties and Responsibilities

• General

• Play an Active Role in monitoring and coordinating Detailed Design activities
• Play a Key Role in the Facilities Design oversight function
• Participate in HAZOP reviews
• Play an Active Role During Field Construction coordinating EPC Contractor, and Project Team representatives
• Sets the MOC compliance strategy for the Project
• Resolves RFI and other questions from construction
• Helps set up the Work Breakdown Structure ( WBS) for the project and initiates generation of project Work Orders needed for the project that support the WBS
• Participates in Commissioning and Start-Up Planning
• Project Management and Coordination
• Responds to the Contractor ( s) Project Related Needs, Requests and Issues
• Provides Project Engineering Related Plant Specifications, Design Philosophy, nomenclature, etc.
• Sets up the projects document control RACI chart and clarifies RREs of Project Team members
• Works with Operations, Maintenance and Inspection to Identify conflicts or misunderstandings
• Facilitates alignment between the engineering contractor and Operations and Maintenance
• Coordinates activities of Vendor Representatives

• Coordinates resolution of project issues with appropriate members of the base plant
• Provides Commissioning and Start-Up Support
• Ensures documentation and other first day readiness expectations are met
• Helps coordinate Permits by
• Coordinating with the Environmental Engineer to update control lists
• Construction permits from local authorities
• Helps identify project critical Path ( s)
• Assist in development of Economics and Planning and BD packages
• Data Acquisition and Transfer
• Arranges kick-off meetings between disciplines and Contractor Counterparts
• Provide Contractor ( s) with Drawings, Equipment Specifications, Data Sheets, Equipment Operating Manuals, Soils Reports, Etc. and interpretations/clarifications
• Liaison between Licensor/FEED Contractors and the engineering contractor as required for General Specification and Technology Information Transfer
• Develop/Coordinate Engineering Procedures as Required

• Review Contractor Evaluations of Existing Equipment Limitations and Bottlenecks

• Evaluate Process Design Alternatives, Associated Cost Estimate and Schedule Proposals, and Economic Sensitivities
• Review Process Control Schemes
• Review Process Equipment Data Sheets and Designs
• Verify Tie-In Points, Procedures, Schedules, Etc.
• Review Completed PDP and FEED Specification Packages and Deliverables
• Participate in Site Visits and Visits to Other Facilities as Required
• Participate in Winterization Reviews
• Arrange MOC compliance strategy and implementation ( HAZID, HAZOP, etc.)
• Detailed Engineering and Design
• Participate in Final PFD, P&ID and Model Reviews
• Review/Evaluate Specifications Developed by Contractor
• Specification Conformance Review/Enforcement
• Review/Comment on Design and Drawings ( Civil, Structural, Buildings and Architectural, Equipment, Piping, Instrumentation, Electrical, Winterization, Painting and Coatings, Metallurgy, Etc.) for inter-disciplinary coordination requirements and conformance
• Review/monitor Equipment Index, Numbering ( Drawings, Lines, Vessels, Pumps, Etc.)
• Assist in development of Spare Parts List and Requisitions
• Participate in Cost Estimate Analysis and Reviews
• Review/Comment on Equipment Design
• Review/Comment on Equipment Bids ( if/as required)
• Review/Evaluate Project Related Change Orders
• Develop/Review/Circulate Procedures ( Hot Tap, Etc.) Procurement
• Participate in Vendor Print Reviews, Meetings, Bids, Etc.
• Ensure that Vendor Documentation is secured and Distributed as Required
• Help Develop/Finalize Vendor and Equipment Lists, Review Alternatives
• Participate in Factory Checkout of Equipment, Control Systems, Etc.
• Requisition and Purchase Order Reviews ( Specification Conformance, Inspection, Etc.)
• Coordinate with QA and QC ( Materials, Inspection, Etc.)
• Coordinate Spare Parts Procurement Storage/Protection/Disposition as Required
• Assist in development of Requirements and Requisitions for Chemicals, Catalysts, Filter Media, etc.,
• Review Materials Tracking procedures developed by Contractors
• Review Equipment and Material On-Site Storage and Preservation procedures developed by Contractors
• Coordinate Vendor Prints and Vendor Documentation
• Participate in Vendor Qualification ( if/as required)
• Identify commissioning systems, and how each system will be transferred to operations consistent with the projects MOC strategy.
• Safety
