The Administrative Officer provides business operations coordination for the Community Nutrition Services Section (CNSS) within the Division of Child and Family Well-Being (DCFW). This position manages a wide range of contract administration duties supporting federally funded nutrition programs, including WIC (Special Supplemental Nutrition Program for Women, Infants, and Children), Breastfeeding Peer Counseling, and the Child and Adult Care Food Program (CACFP).
This role supports section-wide project implementation and service continuity by leading contracting processes with local health departments and non-local contractors. The position provides operational support for budget estimates, financial and programmatic reporting, and agreement addenda while ensuring adherence to applicable regulations and deadlines.
Key Duties Include:
Coordinate contracting processes to meet programmatic deadlines and service continuity requirements.
Prepare and issue yearly Agreement Addenda and budget estimates for 80+ Local Health Departments (LHDs).
Manage contract documentation and payment workflows for external vendors and service providers.
Interpret and apply federal and state regulations to ensure program integrity and compliance.
Support development and review of Requests for Proposals (RFPs) and assist evaluation teams.
Oversee contract and budget tracking for multiple cost centers, including programmatic and financial reporting.
Lead documentation and workflow processes for new grant and special funding projects.
Draft and disseminate award announcements and contract instruments for time-limited initiatives.
Serve as liaison between the CNSS and DCFW for contract logistics and reporting.
Maintain and update standard operating procedures related to business operations.
