Position Description
Oversees the Traffic Engineering Section and directs the activities of a large group of professional, technical and administrative employees providing technical assistance and support to the districts. Reports to the Director, Traffic Safety Division. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Acts as the Department's expert concerning traffic engineering issues.
Directs the review and evaluation of plans, specifications and estimates for proper design and implementation of traffic control devices, illumination and Safety countermeasures.
Meets with districts, divisions, and local, state and federal agencies to discuss traffic operations related issues
Oversees the development, implementation and management of work zone safety initiatives, and the Texas LOGO Sign Program.
Oversees the maintenance, publication and distribution of the Texas Manual on Uniform Traffic Control Devices (TMUTCD) along with other required policy manuals, metrics and federal reporting.
Oversees the management of various traffic operations related programs within TxDOT's Unified Transportation Plan and Texas Strategic Highway Safety Plan.
Recommends speed zoning on the state transportation system for Texas Transportation Commission consideration.
Reviews and makes recommendations on the statewide budget for traffic operations.
Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in an Engineering related discipline. Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Experience:
4 years transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent).
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:
Valid driver's license. This position requires driving a state vehicle.
Safety Impact Certificate
Texas License Professional Engineer*
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Competencies:
Considerable knowledge of construction, operation and maintenance of traffic control devices
Expert skill in directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Applying engineering principles, practices, and methods in job responsibilities
Proficient skill in planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees
Planning and coordinating workshops, seminars and task force activities
Analyzing and organizing business and technical data
Developing and giving presentations
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Standing-prolonged periods of time
Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
