EVANS COUNTY BOARD OF EDUCATION
JOB DESCRIPTION
CHIEF FINANCIAL OFFICER
REPORTS TO: Superintendent FLSA STATUS: Exempt
SUPERVISES: Accounts Payable,
Payroll
POSITION STATUS: Non-Contracted/ Salaried
EVALUATION: Position evaluated by the
Superintendent
WORK YEAR: 230 days
EVALUATION INSTRUMENT:
Local
SALARY SCHEDULE:
State Salary + 18% base + Additional Days
RETIREMENT: TRS VACATION: Yes; redeemable
TERMS OF EMPLOYMENT:
Salary and benefits shall be paid according to system's approved salary schedule.
Length of work year and hours of employment shall be those established by the system.
All full-time employees (at least 24 hours per week on a continuing basis and employment must be expected
to last at least nine months) are eligible for health insurance.
Any non-Teacher Retirement System (TRS) eligible employee will have a FICA deduction.
PREFERRED QUALIFICATIONS:
1. Master's degree in Finance, Accounting, Business Administration or a CPA license.
2. At least five (5) years successful experience in government/school finance or management
3. School-based supervisory experience
4. Such alternatives to the above qualifications as the Board of Education may find appropriate and
acceptable
KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of school laws, regulations, and School Board policies and procedures as they
apply to finance. Ability to establish and maintain effective working relationships with superiors,
associates, and subordinates. Ability to listen, communicate and work well with diverse groups and
individuals.
JOB GOAL:
To ensure that finance functions and activities are operated in an efficient and effective manner and to
account for all system funds in accordance with Board regulations and state law; to provide efficient and
effective facilities and operations for the school system that will enhance student learning.
PERFORMANCE RESPONSIBILITIES:
BUDGETING:
1. Assist the Superintendent and BOE to develop the annual budget for the district.
2. Assist the Superintendent and BOE with short and long-term financial planning.
3. Coordinate the development and implementation of the budget.
4. Supervise overall financial operation of the school district.
5. Compile information from the County Assessor's office in determination of the district's annual
mileage rate.
6. Oversee requests for funds for state and Federal grants.
7. Monitor and approve the collection and expenditure of funds in compliance with local, State, and
Federal requirements.
8. Assist administrators in developing procedures and goals for budget and purchasing.
9. Review and approve financial reports, summaries, and estimates.
10. Work to create and administer a ten-year maintenance budget for all maintenance/facilitates.
11. Assist district administration with FTE and staffing formulas.
12. Invest school system funds to maximize use of tax dollars.
13. Maintain files of original and amended budgets for all programs.
FINANCE:
1. Provide leadership and supervision for financial services for all programs.
2. Reconcile bank statements.
3. Authorizes purchase orders and payment requests.
4. Process and approve employee expense reimbursements.
5. Serve as fiscal agent manager for assigned grants.
6. Work with district administrators to prepare scope of work and bid documents for all projects at
existing and/or new facilities or services.
7. Review all construction and architectural invoices, pay requests, and change orders.
8. Develop and maintain appropriate contract forms, surveys, plans, and specifications for all
projects.
9. Assist in coordinating the stocking and opening of new schools.
COMPLIANCE:
1. Develop and oversee a system of accounting controls and serve as administrator for GA DOE portal
access.
2. Provide monthly financial reports to the Board of Education.
3. Prepare and submit financial reports to the Georgia Department of Education.
4. Coordinate financial audits and provide external auditors with requested information and data.
5. Respond to findings of the state auditors, resolving problems as necessary.
6. Work with the Georgia Department of Education annually to update facilities inventory.
7. Maintain schedule for required reports for all funds and prepare reports to meet scheduled
reporting dates.
8. Supervise purchasing, general staff and school accounts, including quarterly review of school
accounts.
GENERAL EXPECTATIONS:
1. Maintains frequent contact with schools.
2. Attend BOE meetings and make presentations as required by the Superintendent.
3. Review processes and procedures on a continual basis for automation, efficiency, cost-savings, and
digital archiving.
4. Keeps abreast of federal and state laws and policies related to personnel, employment, compensation
and benefits and establishes procedures to assure required compliance of these laws and policies.
5. Participates in training to increase skills and proficiency related to the assignment.
6. Review current developments, literature and technical sources of information related to the job
responsibility.
7. Reviews local board policies in areas of responsibility and makes recommendations for revision to the
Superintendent.
8. Models the commitments set forth in the Evans County Schools Framework.
9. Performs other duties as assigned.
10. Regularly, predictably and reliably at work.
11. Ability to be present at the physical work site
12. Meets the certification requirements of the school system
PHYSICAL REQUIREMENTS:
Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or
up to 10 pounds of force as needed to move objects.
