Position Information

TxDOT's Bridge Division is looking for a Project Development Project Manager. This engineer will be part of a team of project managers and who manage the Bridge Rehabilitation and Bridge Replacement Funding Program. This program focuses on planned and programmatic bridge preservation, rehabilitation, and replacement projects. Minimum Salary: 76,530.00 Maximum Salary: 120,000.00

Position Description

This position utilizes bridge condition data and works with District and Division personnel to identify candidate, bridge projects for replacement, major rehabilitation, or preventative maintenance. Then works with districts, consultants, and in-house design staff to plan and develop bridge projects to improve bridge conditions. Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/ traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self- supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer III- B26 $76,530 - $112,000

Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.

Assists in developing and/or monitoring budgets.

Interprets the Utility Accommodation Policy

Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.

Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.

Provides assistance and technical support to districts, divisions and the FHWA in matters concerning bridge maintenance.

Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.

Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.

Performs other job responsibilities as assigned.

Transportation Engineer IV- B27 $84,182 - $120,000

Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.

Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges.

Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.

Coordinates and/or monitors assigned projects/programs/plans.

Interprets the Utility Accommodation Policy.

Makes presentations and represents TxDOT

Negotiates agreements with bordering states, Mexico and the International Boundary Water Commission.

Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.

Trains engineering staff.

Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS (Related graduate level education may be substituted for experience on a year per year basis).

Experience:

Transportation Engineer III -6 years engineering, transportation engineering, or related engineering experience

Transportation Engineer IV- 7 years engineering, transportation engineering, or related engineering experience

(Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Valid driver's license. This position requires driving a state vehicle.

Licensed Prof Engineer*

Safety Impact Certificate

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Considerable knowledge of structural engineering terminology, principles, practices and methods and the application of engineering theory

Expert skill in establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks

Proficient skill in Coordinating and directing multiple projects

Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused

Physical Requirements and Working Conditions:

Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

Talking expressing or exchanging ideas by spoken words

Hearing-perceive sound at normal speaking levels; receive information by oral communication

Repetitive Motion-substantial movements of the wrists, hands, and/or fingers

Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
