Development Services currently has two openings, which will be filled at either the Building Plans Examiner or Building Plans Examiner, Senior level. *Queen Creeks Town Council approved a 3.5% range adjustment effective July 1, 2025; the pay range for this position will be adjusted following this effective date. * This position is open on a continuous basis. The first review of applications will begin the week of July 21, 2025, with subsequent reviews conducted weekly. The posting may close at any time after the first review.

Building Plans Examiner ($77,250.99 -$112,013.48)

Positions assigned to this class are responsible for performing technical evaluation and review of building and site plans and residential or other construction documents to ensure compliance with Town building or zoning codes.

This is an intermediate level professional classification in the construction management job family. Work is designed to provide continued professional work experience, training and development and is focused on the use of specific knowledge of routine functional area to meet requirements and/or performance specifications within assigned discipline. Works independently referring complex issues to more senior professionals.

ESSENTIAL DUTIES

The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Towns needs.

  • Examines electronic plans and specifications for residential, commercial, industrial and multi-family projects to determine compliance with the provisions of the Towns building, mechanical, electrical, plumbing codes, fire sprinkler protection requirements, and accessibility requirements.
  • Examines electronic plans for residential swimming pools, patio covers and decks.
  • Identifies defects or inadequacies; prepares plan check correction reports and require that plan corrections be made to meet the requirements of applicable Town building codes.
  • Approves plans that comply with all applicable codes.
  • Confers with architects, engineers, contractors, business owners and property owners on proposed projects to resolve unusual problems; provides technical information and professional advice to clients and the general public.
  • Serves as liaison with the business community on code compliance.
  • Analyzes structural engineering designs and calculations.
  • Classifies project and site data files on automated permit system; enters permit data into the system; revises data as project status and details change.
  • Reviews specifications and other exhibits for compliance with acceptance criteria.
  • Consults with senior professionals on difficult code application situations.
  • Responds to internal and external inquiries.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS (at job entry)

Education and Experience:

Bachelors Degree from an accredited college or university in Architecture, Construction Management, Structural Engineering, or a related field and 2 years of experience in building construction, building safety, or related experience; or an equivalent combination of directly related education and experience.

LICENSING/CERTIFICATION REQUIREMENTS

  • International Code Council (ICC) certification as a Plans Examiner within 6 months of hire or promotion date;
  • A current Class D Arizona Drivers License;
  • Maintain all certifications/licenses required at job entry.

KNOWLEDGE

  • Dispute resolution techniques;
  • Customer service principles;
  • Plans examining principles, practices and techniques;
  • Applicable Federal, state and local laws, codes, ordinances, rules and regulations;
  • Using computers and related software applications;
  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities.

Building Plans Examiner, Senior ($82,026.17 - $118,937.95)

Positions assigned to this class are responsible for performing complex technical review of residential, commercial, industrial, or other construction documents to ensure compliance with Town building or zoning codes.

This is a fully qualified and experienced level professional classification in the construction management job family. Incumbents perform the full range of duties that demonstrates knowledge of expected functional requirements or performance specifications within assigned discipline. Work involves the application of sound principles and best practices associated with planning and problem solving. Works independently and performs varied assignments requiring broad knowledge in a particular field. Refers complex issues to management.

Reviews building construction plans and calculations for code compliance.

Serves as liaison with the business community on code compliance.
