KITSAP COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT (DCD)

Kitsap County DCD seeks a Permit Services Supervisor to join our team of professionals.

This position performs advanced technical oversight of permit services and management of the cloud based permitting database application. Specific responsibilities include direct supervision of professional and technical staff involved in assessing the technical complexities of building, fire, environmental, site development and land development permit applications through intake, routing, review, and issuance to ensure compliance with state and local zoning and addressing regulations. Assignments often involve coordination and participation in resolving highly complex permitting and land use customer inquiries that require technical expertise, planning and advanced program management skills. Program responsibilities also include permitting database management; maintenance and flow of work within the database, development of documentation for key processes, managing database upgrades and enhancements, negotiating and managing technology related contracts, as well as identification and coordination of strategic development opportunities with other jurisdictional users. Project management responsibilities include participating in the planning, developing, implementing, coordinating and maintaining aspects of online permitting, including electronic plan software, the application portal and other key technology initiatives for the department. Additionally, the position participates in the planning, administering, and coordination of process improvements, oversight of process improvement initiatives, and assessing operational effectiveness. Assists with the development, implementation and control of the $1.11 million Permits Services Program budget and ensures efficient and effective workflow of 4,000+ building, and land use permit applications totaling more than $13 million in fees annually.

REQUIRED EDUCATION, CERTIFICATION AND EXPERIENCE:

  • Bachelor's degree in closely related field; AND
  • Four years of progressively responsible experience related to the program assignment, including one year of supervisory experience; OR,
  • Equivalent combination of experience and education that would demonstrate the individual's knowledge, skill and ability to perform the work.

In this role, you will have the opportunity to:

  • Provide advanced and technical oversight of the department's permit services program, including ensuring state and local compliance with building, fire, environmental, site development and land development permit application intake, reviewing applications for compliance with state and local zoning and addressing regulations, and permit issuance.
  • Coordinate and participate in resolving highly complex permitting and land use customer inquiries that require technical expertise, planning and advanced program management skills, as well as coordination with the Kitsap Public Health District on sewage disposal and water supply requirements as they relate to building permits.
  • Monitor program budget and quality metrics, workload capacity, and overall service delivery to all applicants, including ensuring efficient and effective workflow of 4,000+ building and land use permit applications totaling more than $13 million in fees annually.
  • Oversee regular quality assurance review on all aspects of permit services, including auditing performance as it relates to compliance with state and local zoning and addressing regulations.
  • Responsible for accurate and timely fee collection as well as authorizing refunds as required.
  • Mentor and coach within the division.
  • Provide technical oversight of the department's permitting database, including direct staff supervision and leadership representative for the department's cross functional Super User Team.
  • Manage the maintenance and flow of work within the database, coordinates development of documentation for key processes, manages database upgrades and enhancements, negotiates and manages technology related contracts, as well as identifies and coordinates strategic development opportunities with other jurisdictional users.
  • Exercise advanced project management skills, including the planning, developing, implementing, coordinating and maintaining multiple aspects of online permitting, including electronic plan review and other key technology initiatives for the department.
  • Provide oversight and development of innovative solutions and programs that improve the customer's experience. This also includes ensuring staff is current and compliant with governing codes and regulations related to building, land development, and environmental policies such as Kitsap County Codes, Stormwater Design Manual, International Building Code, International Residential Code, and International Fire Code.
  • Develop and present a variety of analytical, technical, and persuasive materials to communicate project information, best practices, and lessons learned regarding permit processing, customer service, and governmental operations efficiencies in various forums, such as Commissioner Briefings, advisory councils, and partner jurisdictions.
  • Continually champion process improvement throughout the department to improve the overall service delivery for Kitsap County citizens by monitoring and assessing its efficiency, effectiveness and timeliness.
  • Continuously work to maximize utilization of the Customer Relations Management (CRM) software and other customer feedback (i.e., walk-in inquiries, surveys, focus groups, etc.) for efficiency and quality of information.
