General Statement of Duties

This employee supervises, assigns, reviews, and participates in the work of staff responsible for community development, economic development, or human services activities. Employee ensures work quality and adherence to established policies and procedures and performs the more technical and complex tasks relative to assigned area of responsibility. Performs related duties as required.

This position is in the Building and Inspections Department, in addition this employee oversees staff involved in predevelopment activities, such as coordinating the Site Review Process, overseeing the Courtesy Inspection Program, and supporting broader development initiatives. They work closely with other managers to foster interagency collaboration and ensure compliance with regulations. Additionally, the employee is responsible for upholding high standards of work quality, following established policies and procedures, and managing the more technical and complex aspects of their role. Other related tasks may be assigned as needed.

Knowledge of:
Principles and practices of economic development programs and activities, as appropriate to assigned area of responsibility.
Principles and practices of community development programs and activities, as appropriate to assigned area of responsibility.
Principles and practices of general business, as appropriate to assigned area of responsibility.
Urban planning and design; architecture and construction.
Real estate practices; contract law and real estate law.
Basic accounting principles and practices; municipal finance.
Credit analysis and lending practices.
City policies and procedures related to administration, purchasing and personnel.
Methods and techniques of negotiation.
Principles of municipal budget preparation and control.
Principles of supervision, training and performance evaluation.
Federal, state and local economic development programs.
Pertinent federal, state, and local laws, codes, and regulations.

Skill to:
Operate appropriate computer equipment; use properly all related hardware and software.
Operate assigned vehicle in the course of duty.

Promote and maintain highest integrity throughout all personnel.

Required Education and Experience

Resume, Bachelor's Degree and valid Driver License must be attached, or application will be rejected

Each applicant must have five years of experience in economic development or a related field, such as finance, engineering, law or real estate and a Bachelor's Degree from an accredited college or university in architecture, urban design and planning, business administration, public administration, management, economics, finance, or related field. A Master's Degree in one of the above stated fields or professional certification from an accredited professional organization dealing with development issues is preferred.

OTHER REQUIREMENTS
Must have a valid Driver's License.
Must be an excellent communicator and team builder.

MILITARY EDUCATION & EXPERIENCE EVALUATION
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for community development, economic development, or human services programs and activities; recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
Participates in the preparation and administration of the program budget; submits budget recommendations; monitors expenditures.
Prepares analytical and statistical reports on operations and activities; represents the department before City Council, boards, commissions, and business and community groups.
Participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.
Manages major development projects; negotiates development agreements; prepares or supervises preparation of urban renewal plans, master plans, and development proposals.
Analyzes and evaluates business and real estate development proposals; negotiates, drafts, and administers consultant contracts.
Assists those contacted in the course of duty in an effective, efficient, and professional manner.

Working and Physical Conditions

Environmental Conditions: Indoor and outdoor environments; exposure to office computer screens; travel to construction sites required; exposure to extremes in weather conditions; some ground conditions will be slippery or uneven; work around moving vehicles/machinery.

Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light lifting and carrying; must be able to operate assigned vehicle.

Supervision Exercised: Exercises direct supervision over professional and clerical staff.
