The Senior Cost Engineer, CalMod reports to the Director Infrastructure Delivery and is responsible for assisting with budget, cost, funding, and finance controls for the Caltrain Modernization Program under the Peninsula Corridor Joint Powers Board (Caltrain).
Essential Functions & Duties
Performs cost estimations, develops detailed cost estimates during all project phases from feasibility topletion. Analyzes engineering drawings, specifications and proposals to prepare estimates.
Supports budget management, creates and manages CalMod project budgets. Monitor and track actual costs against budgeted figures. Forecast future spending based on current trends.
Oversee cost controls and reporting for projects, identify cost variances and report deviations. Rmend corrective actions to stay on budget. Generate regular cost reports for stakeholders and management.
Assess risk evaluate cost implications of design or scope changes. Maintain change order log and budget adjustments.
Oversight of project scheduling works closely with planners and schedulers to align costs with project timelines, Earned Value Management
Supports contract and procurement negotiations from a cost perspective. Review and subcontractor quotes for accuracy
Provides data analysis for monthly reporting to Caltrain leaders and the board.
Works collaboratively with cross functional teams within Caltrain, d services as necessary.
Examples of Essential Duties:
Assist cost estimates and schedule variance analyses for projects if required.
Analyze and process the activation of funds for CalMod projects.
Monitor the implementation of the funding plan for capital projects.
Prepare Budget presentation formittee meetings and JPB Board.
Assist internal stakeholders with securing funding by processing budget transfers, coordinating project invoices and schedules with contractors.
Provide PeopleSoft applications support to internal stakeholders including correction of system configuration and user error problems; and generate queries for reports.
Produce monthly and quarterly reports and presentations to the Peninsula Corridor Joint Powers Board (Caltrain), the regulatory agencies, and other funding partners, inpliance with funding partner agreements and Federal agency requirements.
Prepare consultant service work directive independent cost estimate.
Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
Perform other duties as assigned.
Minimum Qualifications
Sufficient experience, training and/or education to demonstrate the kledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required kledge and abilities is typically obtained through but not limited to:
Bachelor's degree in engineering, accounting, finance,puter science, construction, or a related field
Four (4) years of increasingly responsible full-time work experience in project controls/administration, cost engineering and/or construction.
Preferred Qualifications:
Possess experience in MS Office, MS Project and/or Primavera P6.
Working experience in Enterprise Resource Planning (ERP) system (PeopleSoft is desirable).
Possess strong written and interpersonalmunication skills.
A valid California Drivers' license is required and a safe driving record.
