The Position:

The Organizational Development (OD) Manager reports to the Director of Human Resources and is responsible for designing, implementing, and leading development initiatives that enhance employee capabilities, strengthen organizational culture, and support strategic goals. This role plays a critical part in driving organizational effectiveness through training and development, coaching, change management, performance improvement, and culture building. Working cross-functionally, the OD Manager identifies capability gaps, aligns learning efforts with business priorities, and fosters a high-performance, learning-focused environment. A key focus of this role is supporting the development and mentorship of tribal members, with a commitment to advancing opportunities for career growth and leadership within the organization.

ESSENTIAL FUNCTIONS:

Organizational Development & Strategic Alignment

  • Partner with the Director of Human Resources and Senior leadership to identify and execute organizational development strategies aligned with company objectives.
  • Conduct organization-wide needs assessments to identify gaps in capability, structure, or culture; develop and implement OD interventions accordingly.
  • Support strategic planning by advising on workforce development, team effectiveness, and structural alignment.

Training and Development:

  • Conduct needs analyses and provide recommendations for training and development initiatives that support individual growth, team effectiveness, and organizational objectives.
  • Design, deliver, and evaluate learning programs using various methods (e.g., workshops, e-learning, coaching) to meet business and team member development needs.
  • Support the development and implementation of programs that foster growth and leadership opportunities for tribal members.

Change Management:

  • Collaborate cross-functionally to support change management efforts focused on training and development initiatives that align with organizational strategy and growth.
  • In partnership with leadership across the organization, develop and implement change readiness strategies, communication plans, and engagement activities to support the adoption of strategic learning programs.
  • Collaborate with leaders and functional partners to build internal change capability by coaching and equipping teams with tools to effectively manage transitions related to development and organizational growth.

Performance Management and Coaching:

  • Support the organizations performance management framework, helping leaders set clear expectations, provide feedback, and develop their teams.
  • Coach and mentor managers and team members to improve leadership effectiveness and individual performance.
  • Promote career pathing and professional development strategies that align with both individual aspirations and business needs.

Culture and Communication:

  • Serve as a champion for UIDCs culture and values, embedding them into training programs, internal messaging, and team member experiences.
  • Ensure consistency in tone, voice, and branding across training and organizational development materials.
  • Partner on internal communications such as intranet boards, newsletters, and training announcements to promote awareness of development opportunities.

Measurement and Continuous Improvement:

  • Track training participation, engagement, and effectiveness using data and feedback tools; use insights to drive improvements.
  • Conduct post-training evaluations and impact assessments to measure learning outcomes and performance change.
  • Apply a continuous improvement approach to all learning and OD efforts by monitoring trends, seeking feedback, and innovating delivery methods.

Cross-Functional Collaboration:

  • Participate in HR and organizational planning meetings to align development initiatives with broader business goals.
  • Build strong relationships across departments to ensure learning and OD efforts are aligned with functional goals and organizational priorities.
  • Lead or support cross-functional teams focused on engagement, culture, and organizational change.

Additional Responsibilities:

  • Provide support for special projects and other duties as assigned by the Director of Human Resources

Requirements
  • Bachelors degree in Organizational Development, Human Resources, Education, Business Administration, or a related field preferred; relevant experience may be substituted in lieu of a formal degree.
  • Minimum of 57 years of progressive experience in organizational development, learning and development, or a related human resources function.
  • Experience designing, delivering, and evaluating training programs across various learning modalities.
  • Demonstrated success in implementing performance improvement strategies, coaching leaders, and facilitating organizational change.
  • Experience working in or with tribal communities or organizations strongly preferred.
  • Strong knowledge of adult learning principles, instructional design, and talent development best practices.
  • Ability to assess organizational needs and use data analysis to design and measure effective learning and development strategies.
  • Skilled in facilitation, coaching, and mentoring across all levels of the organization.
  • Excellent interpersonal, communication, and collaboration skills, with the ability to work cross-functionally and influence without direct authority.
  • Strong project management skills, with the ability to manage multiple initiatives simultaneously and meet deadlines. Proficiency with Learning Management Systems (LMS), virtual training platforms, and e-learning authoring tools. Proficient in Microsoft Office Suite and other collaboration tools.
  • Certifications in coaching (e.g., ICF), instructional design (e.g., ATD), or change management (e.g., Prosci, ACMP) are a plus.
  • Ability and willingness to travel as needed.
  • Current and valid Oregon Drivers License required, with the ability to qualify for the UIDCs Drivers Program.
  • Must be able to obtain and maintain a Class III Gaming License.
