SUMMARY OF POSITION

The City of McKinney is seeking an experienced, knowledgeable, and professional civil engineering project manager. This position is responsible for developing and sustaining a strategic reliability program. Develops and maintains Asset Management Systems that support and optimize the data collection and analysis of wastewater, drinking water, street and stormwater infrastructure which impacts operating and financial performance. The incumbent will build and oversee an effective condition based assessment program, prepare control strategies to reduce risk and improve asset utilization, determine predictive strategies, perform root cause failure analysis to reduce down time and increase production, establish a culture of improvement, build an effective asset risk mitigation program to improve asset reliability with reduced risk at optimized spending and capital investments This requires effective project planning and coordination between departments. Under the direction of the Assistant Director/Utilities. Additionally, they will be required to conduct meetings with internal staff, consultants, engineers, agencies, and homeowners as needed for project development. ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Responsible for preparation of asset management plans, including creation of asset lists and hierarchies, identifying asset inventory and condition, calculation of business risk evaluations, determining asset net present value and life cycle costs, developing alternatives for cost-effective operation and maintenance and long-term investment.
  • Support condition assessment of existing assets and improve and enhance capital improvement planning and budgeting. Coordinate projects to include optimal timing and replacement of all infrastructure.
  • Responsible for management and providing technical knowledge of asset management programs and practices, Cityworks asset management software, and GIS applications.
  • Responsible for working with staff to compile asset inventory and condition data into a format to allow for engineering analysis of life-cycle costs and business risk evaluation.
  • Responsible for working with field staff to develop asset registries for water and wastewater assets.
  • Responsible for monitoring and communicating Asset Performance through reporting including life cycle analysis, asset performance analysis for capital and operation and maintenance funding and other analysis required for Operations.
  • Responsible for preparing reports, estimating costs, presentations, determining individual project needs, and creating work plans.
  • Compares current system performance against other similar industry benchmarks to establish best practices and improve system processes.
  • Assist the forecasting and developing of the Capital and O & M budgets for assigned processes.
  • Manages and develops professional service and construction contracts including contract review, execution, tracking and invoicing.
  • Reviews CIP, subdivision, and commercial plans/plats for coordination with existing utilities, drainage requirements, and paving as per local, state, and federal standards and codes.
  • Acts a liaison with Engineering department, consultants, external engineers, and stakeholders.
  • Provides input on updates to design manuals and construction specifications within their specified discipline.
  • Responds to public inquiries and inter-departmental inquiries relating to departmental functions.
  • Presents information and provides recommendations to Department Director and may be required to prepare and provide briefings and presentation to Administration and City Council with respect to engineering-related projects.
  • Prepares ordinances and resolutions for City Council action.
  • Confers with the supervisor and other departmental professionals and comprises various forms of written documentation in acquiring information for accurately performing essential functions such as civil engineering drawings, final plats, standard construction specifications and asset management plans.
  • Utilizes a variety of technological equipment and software applications in the performance of functions such as computers, CAD programs, stations, and plotters.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors, and managers.
  • Comply with all written City policies and procedures.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures.
  • Provides technical direction, training and support to other divisional professionals and other City departments.
  • Performs research and routine clerical functions when necessary.

  • Knowledge of local, state, and federal laws and regulations relating to construction activities, the environment and various City programs.
  • Skill to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.
  • Skill to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Skill to utilize a variety of advisory and design data and information, such as technical study reports, engineering drawings, budget printouts, zoning, and subdivision codes, planning maps, engineering designs and city ordinances. Knowledge of engineering and legal professional language.
  • Skill to perform moderately complex algebraic and geometric operations; ability to utilize principles of basic probability and statistical inference.
  • Skill to apply principles of logical or synthesis functions. Ability to deal with several concrete and abstract variables, and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
  • Skill to perform coordinated movements, such as CADD drafting, utilizing drafting and engineering instruments and equipment, performing data entry on a computer and operating vehicle.
  • Ability to apply principles of persuasion and/or influence.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Required Qualifications

MINIMUM QUALIFICATIONS

Bachelor of Science degree in Civil Engineering; supplemented by five (5) years previous experience in Civil/Municipal Engineering and/or training that includes engineering drafting and design; or an equivalent combination of education, training, and experience. Texas Professional Engineer license or ability to obtain within 6 months required.

Five (5) years of experience in planning, design, construction or operations of water and wastewater systems, including sewer collection and distribution systems, water distributions systems, pump stations, and lift stations.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications may be an acceptable substitute for the above specified education and experience requirements.

PREFERRED QUALIFICATIONS

  • Five (5) years of progressively responsible experience in Asset Management and condition assessment of assets preferred; and
  • A strong background in ISO 55000 and PAS 55 as well as industry standards and regulations preferred.

CONDITIONS OF EMPLOYMENT

  • Must pass a drug screen and background check.
  • Must have Class C Texas Drivers License.
Physical Demands/Supplemental

PHYSICAL DEMANDS

Tasks require the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a computer or work station.

WORK ENVIRONMENT

This position has limited exposure to environmental conditions.
