This is a ladder progression for an accomplished professional career hydrocarbon scheduler that is acknowledged as a Subject Matter Expert in the job classification of Scheduler. It reflects the professional pinnacle of an accomplished career in multiple-hydrocarbon scheduling roles at a corporate or functional level, which may include as well, exposure to the areas of marine operations, vessel or barge operations coordination, rail and freight, etc. at both domestic and international level. The seniority and demonstrated performance on scheduling activities shall make the incumbent a key provider of advice to Management on special related projects, new IT solutions or upgrades, and on the conceptualization and implementation of major logistical solutions across the company. The incumbent shall serve as a Mentor, Trainer, Advisor, and Back-up, etc. for the team of schedulers in a particular area. Oversees scheduling activities and ensures all documentation and databases are updated and in compliance. Consults with counterparties on transactions in dispute and advises internal commercial contacts on any impacts to their business. Identifies trends that the commercial team should integrate into their current market view and coaches junior schedulers on trends. Builds network of internal and external commercial contacts in pipeline and transport operations. Demonstrates ability to identify transactions that do not meet desired parameters and raise to management. Assists with more complex transactions.

Minimum Qualifications

Expert on transport markets with an understanding of both internal and external asset activities.

Ability to manage documentation meticulously and maintain knowledge base of pipelines, trade routes and associated tariff charges, where applicable.

Advanced knowledge of systems and scheduling platforms.

Advanced knowledge of refinery operations, product output, storage asset utilization, and crude markets

A Bachelor's degree and 5 years of experience or a Master's degree and 3 years of experience. If no degree, 9 years of experience in lieu of degree.

Job Duties

1. In any given time, the Lead Hydrocarbon Scheduler should have a well-defined scope of work and network of internal and external contacts across the supply chain for the hydrocarbon commodity under his/her scope of responsibility. The Lead Hydrocarbon Scheduler is a key member of the specific hydrocarbon supply team, and as such should develop work processes to strengthen the coordination with all the key team members involved. For any given hydrocarbon, the Lead Hydrocarbon Scheduler should analyze the forecasted supply/demand requirements, identifying opportunities to: a) optimize inventories within the operating targets established by Management, b) develop an optimized hydrocarbon movement schedule for each transportation mode required by the circumstances, c) reduce cost and potential inefficiencies, d) jointly optimize use of dock availability and tank space, d) alert the supply team as to potential conflicts and highlight potential solutions, etc. The Lead Hydrocarbon Scheduler should apply expert knowledge of operations, financial processes, and their interrelationships to act as an internal consultant to Management and the respective supply team. Additionally, acting as a trainer and mentor to hydrocarbon schedulers during their career development.

2. Based on actual execution, forecasted commodity needs and facility availability, the Lead Hydrocarbon Scheduler should proactively and continually assess and execute solutions to optimize working capital, including physical and in-transit inventory within a deep understanding of the trade-offs between supply and financial impacts, as well as advise on supply contingency plans in face to major events, like major planned and unplanned facility turnarounds, hurricane preparedness, etc.

3. The Lead Hydrocarbon Scheduler should use his/her understanding of the trading cycles and contractual nomination rights and obligations to optimize the development and confirmation of the supply programs for the hydrocarbons under his/her responsibility. The nominations should be produced and revised, in full concert and alignment with the needs of internal and external customers, which may include, but not limited to, Traders, Supply Chain, Refinery/Origin and Destination schedulers, Terminals, Inspection companies, etc. The Lead Hydrocarbon Scheduler should develop and implement evaluation tools and data collection processes to remain abreast of process performance and communicate results with concrete recommendations.

4. The Lead Hydrocarbon Scheduler should always be looking beyond the routine aspect of the job to help identify technological solutions leading to higher efficiency, meaningful data collection and management, process improvements, etc. Compile and maintain accurate hydrocarbon movement and inventory information in scheduling system. Verify and authorize payment of invoices related to hydrocarbon movement to expedite reconciliation process.

5. The Lead Hydrocarbon Scheduler should partner with the Dock Coordination Manager, the Logistics Analyst, the other members of the Scheduling team to proactively participate on special projects requiring his/her expertise, like the implementation of scheduling upgrades, testing of new IT solutions (as an example, related to the Mid Office initiative, etc.), the scheduling implementation around new logistical solutions, like leased storage tanks, docks, or blending facilities, etc.
