Under the direction of the Deputy Fire Chief, is responsible for the overall operation of the Bureau of Fire Prevention and Life Safety,
Responsibilities include assuring compliance with the City's Fire Prevention Regulations and the Municipal Code of Ordinances, Florida Fire Prevention Code, Florida Statutes 633, Broward County Amendments to the Florida Fire Prevention Code and Florida Administrative Code; long and short range planning of the Bureau's projects to meet the goals and objectives of the Fire Department; research and innovation of programs to advance the work of the Fire Prevention methods in Hollywood; supervising on-site inspections of buildings and structures; developing Community Risk Reduction programs, coordinating promotional and educational work in Fire Safety, and supervising the cause and origin of fires. The incumbent will assume all duties including deciding issues as the Fire Code Official and Fire Plans Examiner for the Fire Chief. Responsibilities may also include supervisory and administrative work in the delivery of emergency services, maintaining a thorough knowledge of the divisions within the fire department, and assuming the responsibilities of the Deputy Fire Chief in his/her absence. The incumbent is responsible for assisting in policy formulation and implementation, budget preparation and personnel processing. Work is performed with broad latitude in decision making and independent judgment. Work is reviewed through conferences, observation and daily written reports for results obtained.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
- Reviews all site plans, final engineering plans, new construction/remodeling plans, etc. to ensure that they comply with state law, state Fire Marshal's Uniform Rules and Standards, Florida Accessibility Code, Florida Building Code, adopted National Fire Protection Association Standards, and City of Hollywood Code of Ordinances as they relate to fire and life safety.
- Supervises and directs inspections; detects and orders the removal of fire and life safety hazards; designs systems for monitoring regulation compliance.
- Manages and directs investigations of fires that resulted in substantial loss, serious injury, or death; determines cause and origin of fire; analyses circumstances surrounding the fire.
- Designs, establishes and maintains a system of records and files regarding fire investigations, inspections, and other pertinent information and documentation; maintains and updates personnel records.
- Assigns, reviews, evaluates and rates the work of subordinates engaged in fire prevention activities; schedules training programs; instructs and advises subordinates in the methods, techniques, and tactics of fire prevention work.
- Transmits directives and information to personnel to ensure cooperation in the attainment of departmental goals and objectives; establishes and maintains close contact and cooperative agreements with other City departments and outside agencies.
- Consults with attorneys, architects, engineers, fire marshals, builders, contractors, building officials, property owners and the general public on matters related to fire and life safety, building codes, fire suppression system inspections, fire prevention methods and practices, and exercises independent judgment when reaching final decisions.
- Addresses civic and other groups regarding the activities and programs of the Fire Department to explain and promote public understanding of its responsibilities.
- Plans, develops, assigns personnel to, and participates in, comprehensive programs for fire prevention and life-safety, including Public Education programs. Conducts in-service training classes for departmental personnel.
- Directs and supervises department personnel; may recommend hiring, promotions, transfers, and evaluates employees. Recommends disciplinary actions to personnel under their supervision as necessary, to include suspension and/or termination.
- Serves as a member of the City's Site Plan Review Committee for adherence to fire protection requirements.
- Enforces the rules and regulations of the Fire Department and recommends changes to same. Develops and implements policies and procedures.
- Prepares and administers the annual budget for the Bureau and/or other Divisions and provides the Fire Chief with annual revenue projections generated by fire prevention fees and fire plan review activities.
- Participates in contract negotiations with the bargaining unit.
- Performs special assignments from the Deputy Fire Chief as required; may assume the responsibilities of Deputy Fire Chief.
- May respond to major incidents involving Emergency Medical Services (EMS), Fire Suppression and Hazardous Material Mitigation; and may function as an Incident Commander.

The Requirements
EDUCATION/EXPERIENCE:

- Experience as a Deputy or Assistant Fire Marshal or higher rank; OR
- Currently a Fire Prevention Officer III with the City of Hollywood with a minimum of two (2) years in rank;
- Bachelor's Degree in a related field (in accordance with the Educational Incentive Payment from the Insurance Commissioners Trust Fund (pursuant to F.S. 633.382). Must meet the requirements for Fire Code Official within one year probationary period under Broward County Amendments to the Florida Fire Code.
- Experience as a Fire Marshal with a minimum of three (3) years in rank or as a Deputy or Assistant Fire Marshal with a minimum of five (5) years in rank; Master's Degree in a related field (in accordance with the Educational Incentive Payment from the Insurance Commissioners Trust Fund (pursuant to F.S. 633.382)
