The State of Connecticut , Department of Correction ( DOC ) is recruiting Correctional HVAC Technicians for Osborn Correctional Institution in Somers, CT and MacDougall-Walker Correctional Institution in Suffield, CT.
Please note, this recruitment may be used to fill vacancies throughout State correctional facilities as openings occur within the next year.

POSITION HIGHLIGHTS
  • Maintain steam, hot water heating and chill water piping/distribution systems;
  • Maintain ventilation distribution, fan and HVAC systems;
  • Maintain steam and hot water boilers;
  • Maintain chilled water piping/distribution systems and chilled water (chillers) systems;
  • Maintain cell ventilation and duct work;
  • Supervising assigned inmates at a Correctional Institution;
  • Keeping record of tool/inventory control;
  • Protecting the health and safety of the public, staff and inmates;
  • Snow and ice removal to maintain safe access for the police, medical, staff and public;
  • Maintaining mandated compliances with Federal & State statute and agency directives and policies by assuring humane conditions of confinement in the facility through repair and maintenance.
This position is full time on first shift, Monday through Friday, from 7:45 am until 3:00 pm.
Selected candidates will be required to attend a 14-week paid hazardous duty training at the Maloney Center for Training & Staff Development located in Cheshire, CT.

The Osborn Correctional Institution recognizes its stewardship responsibilities to the citizens of Connecticut, as well as to the residents of Somers and Enfield. The facility is a medium security institution that houses one of the largest inmate populations of the correctional facilities in the state.
The facility operates under the Unit Management System. Under this model an assigned Unit Manager directs all the functions of their assigned units. There are 17 inmate-housing units each with its own specific institutional function. The Unit Management System enhances safety and security by limiting inmate mass movement and providing for controlled movement during the daily institutional routines.
The facility supports an inpatient medical hospital, a mental health unit, a comprehensive education program, an inpatient Addiction Services unit and one of the largest Correctional Industries Program in the state.
The MacDougall-Walker Correctional Institution is a level 4/5, high/maximum security level multi-mission facility for adult males. Based on its offender population, it is the largest correctional facility in New England. It came into being on May 15, 2001 as the result of the consolidation of the Walker Reception and Special Management Unit and the MacDougall Correctional Institution and sits on a combined 140 acres.
The facility is accredited by the American Correctional Association. During its last accreditation audit in June 2008, the institution scored a 100% on the mandatory requirements and the non-mandatory factors.
The MacDougall-Walker Correctional Institution provides a highly structured environment to manage long-term sentenced offenders, protective custody offenders and high bond unsentenced offenders with programs designed to address the needs of each population.

PURPOSE OF JOB CLASS (NATURE OF WORK) In a Department of Correction facility or district this class is accountable for acting as a working supervisor for inmates and/or independently performing a full range of tasks in the repair, monitoring and installation of heating, ventilating, air conditioning and refrigeration and related control systems. EXAMPLES OF DUTIES
  • Performs highly skilled maintenance and construction work requiring application of trade skills, codes and standard trade practices;
  • Trains and supervises a group of inmates assigned to heating, ventilating, air conditioning and refrigeration tasks;
  • Ensures compliance with standard trade practices and codes on air systems used in heating, ventilating, and refrigeration;
  • Troubleshoots and performs work in operation, repair and installation of air conditioning and refrigeration equipment and systems which may use Freon chilled water for air cooling means and air or water for condenser means;
  • Installs or repairs electric or pneumatic controls for equipment;
  • Determines required cooling capacity of units needed for small areas;
  • Uses and interprets a psychometric chart;
  • Utilizes diagnostic equipment to control and measure air flow, room air changes and room pressurization;
  • Operates and maintains building and energy management systems;
  • Performs preventative maintenance tasks;
  • Maintains custody and discipline and evaluates performance of each inmate assigned to work areas;
  • Determines and obtains required materials;
  • Maintains records;

  • Considerable knowledge of materials, methods, tools and equipment involved in heating, ventilating, air conditioning and refrigeration trade;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Three (3) years of experience in the heating, ventilating, air conditioning and refrigeration trade.
NOTE: Based on an individuals technical experience, the length of credited service will be determined at the discretion of facility management. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) yearof the General Experience must have been at the highly skilled level. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • Graduation from a vocational or technical school in the heating, ventilating, air conditioning and refrigeration trade may be substituted for one (1) year of the General Experience.
  • Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General and Special Experience on a year-for-year basis.
PREFERRED QUALIFICATIONS
  • Experience with repair and operation of commercial HVAC, refrigeration equipment and associated controls;
  • Valid S1 (Unlimited Heating, Piping, and Cooling Contractor), S2 (Unlimited Heating, Piping, and Cooling Journeyperson), D1 (Limited Warm Air, Air Conditioning and Refrigeration Contractor), or D2 (Limited Warm Air, Air Conditioning and Refrigeration Journeyperson) license;
  • Experience with computer-Building Management Systems and Microsoft Office Suite, including Outlook and Excel.
SPECIAL REQUIREMENTS
  • Incumbents in this class must have reached their 18th birthday.
  • Incumbents in this class may be required to successfully complete a formal training course in correctional work to develop the knowledge, skills and abilities to successfully perform the duties of the class.
  • Incumbents in this class may be required to respond to after-hour emergencies as requested by facility supervisors.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operators license.
  • Incumbents in this class may be required to travel.
CHARACTER REQUIREMENTS

PHYSICAL REQUIREMENTS
  • Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
  • A comprehensive medical examination, including a controlled substance screening, will be required of all applicants upon a conditional offer of employment.
WORKING CONDITIONS

Incumbentsin this class may be exposed to danger of injury or assault by inmates who haveaccess to tools of the trade as weapons and may be exposed to the danger anddiscomfort associated with tasks and machinery used in the trade.
