Hiring Range: $82,314.93 - $108,038.35

This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity consideration included an assessment of the applicants salary history and qualifications in comparison to the market rate and requirement for the job.

This role is on-site 5 days a week, 8:00 AM to 5:00 PM.

Position Summary
This position will be responsible for post-award grant activities, contract monitoring and internal processes for revenue contracts for the Mecklenburg County Department of Public Health. This position will oversee grant award execution, modification, and reporting, as well as assist in the formulation of policies and procedures governing grant operations and controls. The successful candidate should have experience with or knowledge of grants under the auspices of US DHHS, uniform guidance, budget creation and monitoring, compliance (e.g. time and effort reporting, conflicts of interest). financial reporting, and award amendments. In addition, this position will serve as the Department liaison with Procurement for contracts administration and contracts performance monitoring. This position will also serve as the lead project manager for internal departmental contracting processes to include planning and execution of contracting processes that are fully managed within Mecklenburg County Department of Public Health.

Essential Functions
Develop and implement strategies meant to assist the Department of Public Health in meeting its grant-related goals and objectives in the most efficient manner possible
Provide guidance and direction to assist grant program managers with routine budget monitoring, grant budget deliverables and serve as the main contact related to grant budgetary amendments, no cost extensions, carry over of funds, etc.
Approve and allocate resources based on business priorities and award terms.
Evaluate and recommend changes to policies or procedures
Manage relations with funding agencies and/or contractors, performance measurement, strategic planning, and budget/financial activities
Develop and supervise staff, as appropriate
Coordinate with the Human Resources designee for department needs as related to grant-funded personnel
Oversee procurement and contracting procedures and processes within Public Health.
Lead special projects as assigned by the department director
Review, interpret and make recommendations on policies or actions
Serves as a liaison, both internally and externally

Minimum Qualifications Experience:
Minimum of six years of progressively responsible experience related to the area of assignment; including one year of supervisory experience or completion of an approved supervisory training program.

Education:
Bachelor's degree in a Public Administration, Business Administration or a related field
Combination of relevant education and relevant experience accepted?: Yes

Preferred Qualifications
Preferred at least 2 years experience working in public health or related fields.

Preferred experience with Federal grants.

Knowledge, Skills and Abilities
Knowledge of
Administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology
Principles and processes for providing customer services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
Business and management principles involved in grants management, strategic planning, budgeting, resource allocation, human resources modeling, leadership technique, compliance and coordination of people and resources
Federal uniform guidance
