Job Summary:
A Water Quality Assurance Analyst is responsible for providing the coordination of quality assurance/quality control measures and comprehensive training to assure Citys compliance with the Safe Drinking Act and Clean Water Act with respect to laboratory analysis and field sampling operations.
Employees receive general supervision from a technical manager. Employees in this class work a conventional workweek that may include occasional evening work. Work is performed in an office and requires minimal to no physical exertion.
Minimum Qualifications:
On or before the date of filing the application, each candidate must:
Education: Have a Bachelors degree in Chemistry, Biology, Environmental Science, Environmental Engineering or related field from an accredited college or university.
AND
Experience: Have three years of experience related to regulatory compliance, quality control and data management, and water and wastewater treatment processes.
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City drivers permit. PROVISIONAL DRIVERS LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE.

Knowledge, Skills, & Abilities:
- Knowledge of State of Maryland policies, procedures, codes and general practices, including knowledge of occupational hazards and the necessity for adherence to safety precautions.
- Knowledge of applicable EPA and state regulations, specifically in reference to the Clean Water Act and Safe Drinking Water Act.
- Skill in performing comprehensive program evaluation, statistical and data analysis.
- Knowledge of basic sciences, including chemistry; biology; and water and wastewater treatment processes.
- Basic knowledge of equipment used in laboratories and field sampling.
- Ability to establish and maintain effective relationships with others.
- Subject to indoor and outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures.
- Knowledge of modern office methods and procedures, computer equipment, filing systems, business letter and report writing techniques.
- Knowledge of record keeping principles and procedures.
- Knowledge of principles of supervision, training, task and performance evaluation.
- Ability to effectively communicate with the public, vendors, contractors and City staff, written and oral.
- Ability to perform technical operational work.
- Ability to make independent judgment with speed and accuracy.
- Ability to compile and prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
- Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner.
- Ability to collect, compile, analyze and interpret operational and technical information and data in an effective manner.
- Ability to conduct operational and organization studies and make recommendations for improvements.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
Probation
All persons, including current City employees, selected for this position must complete a mandatory six-months.
Eligibility
Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
Education Accreditation
Applicants education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
Selection Process
