About the Role:

TYLin is seeking an experienced Construction Manager/ Resident Engineer to serve as the on-site representative for a complex bridge projects such as a cable-stayed or tied arch bridges over major navigable waterways. The CM/RE will be responsible for leading oversight of the contractor activities, ensuring compliance with contract documents, and coordinating with owner, the Designer of Record, and the Construction Engineering & Inspection (CEI) team.

Minimum Qualifications:

Education and Licensure:

  • Bachelors degree in Civil Engineering or Structural Engineering.
  • Active registration as a Professional Engineer (P.E.) and ability to obtain by endorsement in applicable jurisdictions within 3 months.
  • Advanced coursework or degree in structural engineering preferred.

Experience:

  • Minimum 15 years of construction engineering experience, with at least:
  • 5 years in a Resident Engineer or senior CEI role on DOT projects.
  • 3 years on cable-stayed or other major long-span bridge projects, with direct involvement in erection sequencing, stay cable installation, and structural concrete works.

Required Expertise:

  • Knowledge of DOT Standard Specifications, Construction Manual, and Materials & Tests Division protocols.
  • Familiarity with AASHTO LRFD design and construction requirements for cable-supported bridges.

Proven experience in:

  • Deep foundation construction
  • Tower construction
  • Stay cable tensioning and vibration mitigation systems.
  • Segmental or cantilevered deck erection.
  • Post-tensioning and grouting operations.

Project Controls and QA/QC:

  • Ability to lead daily inspection operations and ensure quality compliance per Quality Assurance Program.
  • Review and manage contractor submittals, Requests for Information (RFIs), work plans, and method statements.
  • Coordinate with Materials & Tests for off-site fabrication inspections, including stay cables and precast segments.

Field Leadership and Communication:

  • Act as primary field representative for cable-stayed bridge.
  • Manage CEI inspection staff, specialty subconsultants, and third-party testing entities.
  • Attend weekly construction progress meetings and issue field directives as necessary.
  • Maintain daily diaries, photo logs, and inspection reports using TDOT-approved software systems.

Additional Requirements:

  • OSHA 30-hour construction safety certification required.
  • Working knowledge of field applications such as AASHTOWare Project, SiteManager, or comparable CEI documentation systems.
  • Capable of working extended hours and in a marine or elevated work environment.

Preferred Qualifications:

  • Experience with Design-Build or Progressive Design-Build delivery methods.

  • Involvement in major river crossings or projects under US Coast Guard and USACE permitting.

  • Familiarity with construction dispute resolution and change order negotiation procedures.

Qualifications You Will Need:

  • Bachelors Degree in Civil or Structural Engineering

  • Masters degree is preferred

  • Professional Engineer license is required

  • Minimum of 15 years professional experience in structural bridge construction engineering or design support during construction, preferably with complex bridge, cable-stay, long-span or projects in the Design-Build experience

  • Mobility to work in Memphis, TN

  • Excellent communication skills

  • Proficiency in Word, Excel, Bluebeam, Outlook, SharePoint, and other document control platforms

  • Excellent problem-solving skills.
