The Development Services Department is responsible for land use and building permit review and approvals; long-range city and regional planning; building inspection; coordination of development review processes, design standards, and enforcement of the community development code. About the City The City of Edmonds is a beautiful community on the Puget Sound waterfront with a population of 43,420 ( MRSC, 2024 ) and is the gateway to the Olympic peninsula via the state ferry system. Edmonds provides a full range of services, including contracted fire services, police services a municipal court, a community pool, a regional performing arts facility, public works and utilities, a regional wastewater treatment facility, along with community events and services through our Parks, Recreation, and Cultural Services Department. Six department directors report directly to the Mayor and oversee approximately 279 fulltime-equivalent employees. Essential Functions - Plans Examiner- Examines construction drawings and specifications, geotechnical reports, structural calculations, plumbing, mechanical, energy and ventilation calculations to determine code compliance and notifies applicants in writing of plan review corrections.
- Approves building permit applications according to established procedures.
- Maintains current knowledge of various codes and construction practices due to changes in building materials, building code philosophies and legislative mandates.
- Performs duties of the Building Inspector, Combination Building Inspector or Senior Combination Building Inspector as directed.
- Creates and updates public handouts for building code information.
- Prepares and maintains documentation related to the permit reviewing process.
- Performs other related duties as assigned that are within the scope of this position classification.

- Attend pre-application meetings and assists customers with complex code issues.
Both the Plans Examiner and Senior Plans Examiner positions have the same minimum qualification requirements except that the Senior Plans Examiner position is expected to also have three years of experience as a Plans Examiner.
Education and Experience:
- Associates Degree or two-year Technical Certificate in Building/Construction Technology and two years of building code enforcement experience associated with a variety of building and construction types.
- An equivalent combination of education, training, and experience which allows the incumbent to successfully perform the essential functions of the position may also be considered.
Required Licenses or Certifications:
- A valid Driver's License at time of hire and a driving record that is acceptable to the Citys insurance requirements. Out of state candidates must obtain their WA State Driver's License within 30 days after moving to WA
- A criminal background check is required following a verbal offer of employment. Criminal history is not an automatic employment disqualifier. Results are reviewed on a case-by case basis.
- Current ICC Building Plans Examiner certification or ability to obtain certification within six months of hire.
- Current ICC Building Inspector certification or ability to obtain certification within six months of hire.

- Current ICC Building Plans Examiner certification or ability to obtain certification upon hire.
- Current ICC Building Inspector certification or ability to obtain certification upon hire.
