JOB REQUIREMENTS: Hourly leadership position supervising hourly
department employees\' work performance while acting in a \"working
supervisor\" role; working hand in hand with labor and management.

Essential Duties In general, typical tasks shall include, but not
necessarily limited to the following: Master the skills of a highway
crew maintenance worker or specific work duties of those overseen (for
example: concrete, asphalt, grading, lift bridge operations, traffic
safety control, etc). Supervise and direct work areas, promoting
directives on safety, quality, efficiency, and cost. Assist
superintendents/supervisors with the planning and coordination of work
on daily, weekly, and seasonal basis, being present at the job site(s)
monitoring work. Communicate with supervisor(s) regarding progression of
the work including any potential issues or conflicts. Work \"in the
field,\" hand-in-hand with the crew to meet department objectives.
Comply with internal documentation needs; maintain records, logs,
reports, schedules, inventory, etc. of all labor, materials, and
equipment used in assigned areas as directed by the Commissioner or
supervisor; assist in ordering or maintaining inventory as needed.
Maintain records so costs may be properly recorded and reimbursed.
Cooperate to maintain equipment, buildings, grounds, roads and bridges
within the county. Comply with Federal, State, and County Drug and
Alcohol Laws and Policies. Maintain knowledge of and comply with
Federal, State, and local safety procedures, practices, rules, and
regulations. Maintain, repair, and replace seasonal equipment such as
sander/salter equipment, snowplows and others as required; perform
routine service work when applicable. Report and monitor conditions in
area of expertise. Operate heavy-duty snowplow trucks and motor graders
for winter operations, including plowing and salting for State, County
and Town rural roads and urban streets. Possess and maintain strong
knowledge of construction and repair standards for maintenance and
construction of bridges and highways, which includes maintenance and
repair techniques for concrete, asphalt, wood, and metal structures and
surfaces. Operate equipment when necessary to complete work timely.
Apply knowledge of MUTCD requirements for signing, striping, traffic
control devices, and traffic signing and marking techniques for
temporary and permanent conditions. This position is considered
\"on-call\" and serves a rotation with other Foreperson positions and
Supervisors for mandatory on-call supervisor duties for a week. In
addition, this position is considered on-call and requires response when
called to situations arising particularly on weekends year-round, as
well as nights and weekdays during the winter season. Lift Bridge Area
Specifics: Good knowledge of personnel safety and traffic control
policies, practices, and methods for a variety of work and weather
conditions, Knowledgeable in lift bridge operations and maintenance
including control systems, mechanical gears and operations, bridge
surface, substructure, superstructure, railings, and ancillaries. Basic
understanding of water traffic flow and methods associated with U.S.
Coast Guard controlled waters and waterways. Bridge maintenance means
and methods including decks, superstructure, substructure, electrical
control systems, traffic control systems, and winter operations.
Observant and a good communicator, reporting issues or concerns in a
timely manner to Supervisor to protect assets which the County oversees.
Leader who is able to motivate others to complete work in, at times,
poor conditions, Well organized, able to monitor equipment mechanical
condition and responsible enough to have time y addressed so as to not
impact level of service aspects of Department. NON-ESSENTIAL DUTIES:
Performs yard and building maintenance work. Performs related work when
responding to emergency call-ins. Performs related functions as
assigned. MATERIALS AND EQUIPMENT USED: Dump trucks for hauling road
building materials (sand, gravel, salt, asphalt, etc.) and/or
snowplowing. Heavy construction equipment, such as motor grader (grading
and/or snowplowing), track tractor, motor scraper, excavator, backhoe,
roller compactor, asphalt paver, paint striping machine, and front-end
loader. Other road construction and maintenance equipment, such as
tractor with mower, skid steer, street sweeper, roller, semi-truck with
trailer and tanker truck, crack fillers, routers, dura-patchers, patch
trailers, etc. PHYSICAL DEMANDS: Lifting objects weighing up to 75
pounds with frequent carrying of objects up to 50 pounds. Intermittent
standing, walking, sitting and driving. Using hand(s)/feet for
repetitive single grasping, fine manipulation, pushing and pulling, and
operating controls. Frequent bending, crouching, stooping and walking
over rough, uneven surfaces; occasional twisting, climbing and reaching.
Communicating orally in a clear manner. Distinguishing sounds at various
frequencies and volumes. Distinguishing people or objects at varied
distances under a variety of light conditions. Tolerating exposure to
cold, heat, noise, vibrations, outdoor elements and hazards in the work

knowledge of roadway grading and excavation, asphalt paving and concrete

snowplowing with a heavy-duty dump truck and/or motorgrader. Working
knowledge of construction materials, such as concrete, hot mix asphalt,
gravel/stone and sand. Ability to plow snow over 16-hour work shifts
during snowstorm conditions. Knowledge and skill of welding. Ability to
operate heavy construction equipment. Ability to drive dump and
semi-trailer trucks. Ability to operate farm equipment. Ability to make
minor repairs and adjustments to equipment while in use. Ability to
respond to emergency call-ins within a reasonable period of time.
