Position Summary
This position will be responsible for the oversight of a Refuse Area reclamation project in Ohio. This is a field-based position, Monday through Friday and weekends as needed. Specific duties include oversight of site reclamation or restoration; site maintenance; procurement of supplies and services; and special projects such as facility upgrades. The project manager will be solely responsible for oversight of reclamation contractors responsible for performing reclamation, site maintenance, water treatment, or facility upgrades as required. This role will also support management in other tasks as assigned, including annual budgeting, planning, risk management, permit/bond release, facility permitting and liability reduction.

- Accountable for the safe, compliant, and effective operation of the legacy coal refuse disposal areas
- Responsible for maintenance and management of facility Emergency Action Plans and Emergency Response Plans, as applicable
- Responsible for overseeing environmental permitting associated with the legacy coal refuse disposal areas.
- Oversee reclamation plan development, modification, and agency approval.
- Execute the approved plans for impoundment and facility wide reclamation.
- Develop bid documents and oversee activities of reclamation contractors as required.
- Pursue and prioritize reclamation activities to reduce liability and risk, maintain full compliance, and achieve surety bond reduction and release.
- Support management in efforts to reduce liabilities and pursue value accretive post mine land use opportunities as applicable.
- Interface with representatives of the regulatory agencies
- Assist with continued improvements to existing facilities to enhance safety, promote compliance, reduce costs, improve operating efficiency, and reduce liabilities.
- Draft monthly reports for management summarizing performance against key performance indicators, operational highlights and major projects
- Support and oversee other major facility or group projects as assigned.
Required Skills and Experience
- Bachelor's degree in science, geology, engineering, or related field
- 5 or more years of related experience in mining operations, brownfields, environmental remediation or reclamation
- 5 or more years of related experience in environmental regulatory compliance and permitting.
- Requires special certification including surface foreman/supervisor, first aid, impoundment inspection, and gas testing.
- Understands and applies basic engineering/problem-solving principles to construction challenges, such as grading, fine grading, and revegetation.
- Requires leadership and management skills.
- Strong attention to detail, good planning skills, and heightened awareness for safety, excellent written and verbal communication skills and the ability to work in a team environment.
- Ability to proactively identify opportunities and risks, and to develop plans to pursue opportunities and mitigate risks.
- Must be proficient in Microsoft Word, PowerPoint and Excel, with the ability to analyze and present data.
- Respond to facility needs with 24/7 coverage if needed.
- Must be able to drive safely off-road and in adverse weather conditions.
- Must be able to walk distances over uneven terrain, with the ability to carry light loads.
