Summary of duties - Performs a wide variety of complex planning activities required to execute and attain awarded projects to support production objectives and operations goals.

Prepares cost estimates for maritime installation and modernization projects, product manufacturing, or support services to aid in bidding, or determining strategic pricing of products or services. Uses working knowledge of Safety and Quality requirements applicable to Ship Repair and Modernization to be accounted for in task estimates and plans.

The Planner/Estimator may be expected, at times, to work non-traditional hours in accordance with the demands of a project and may be required, at times, to travel to customer sites outside of the Field Service Office area.

Specific description of duties -

  • Develops and validates provided estimate labor requirements by trade and material requirements based on furnished task instructions, technical documents, and product specifications.
  • Receives, controls, organizes and maintains documents to be stored in libraries and repositories according to company and security directives.
  • Works with Program and other Operations personnel to review incoming opportunities and determine feasibility and interest in pursuing to make a Bid or No-Bid decision.
  • Builds and validates bill of materials (BOM) for task order estimates, proposals, and fabrication quotes.
  • Utilizes historical cost data to develop accurate cost estimates.
  • Research historical references, documents, task orders, and vendor pricing to develop new cost standards for work where no exact historical data exists.
  • Analyzes work sequencing and durations to produce the project production schedule.
  • Assist in planning and conducting ship-checks and site surveys to validate customer furnished information including engineering drawings and technical publications to actual configuration and condition.
  • Schedules and attends meetings to record minutes that document discussions and decisions related to the planning, estimating, and execution of upcoming tasks and opportunities.
  • Identifies ambiguities in specifications or bid packages to advise the P&E and Project Management team of possible resolutions and estimates project impacts and the change in scope.
  • Identifies task subcontractor and vendor efforts required based on resource and capability constraints and assists in providing details needed to generate solicitation documents.
  • Collects subcontractor and vendor pricing to in-house costs to assist in outsourcing decisions during the planning and estimating phase of a Uses technical knowledge of project requirements to assist in identifying subcontractors and vendors for solicitation and analyzing their offers for technical compliance and selection recommendations.
  • Provides sanitized estimates to the Project Management team that detail the exact Basis of Estimate (BOE) for labor, materials, travel, and other direct charges (ODC).
  • Prepares estimates for Change Orders on new and existing projects.
  • Develops labor budgets using work breakdown structures for planning and inclusion in project schedules.
  • Assists in drafting technical and cost narratives tailored to specific estimates to aid in the development of compliant proposal submissions.
  • Perform any other assignments or tasks as needed or requested by management to assist in accomplishing the organization's mission, objectives and goals.

Additional Skills and duties:

  • Working knowledge of C4ISR, HM&E, and ALRE systems and equipment aboard ships and marine craft required. Preferred candidates should have subject matter expertise in electrical/electronics, mechanical, and/or structural installation methods, techniques, and requirements.
  • Strong typing, data entry, and dictation skills.
  • Demonstrated proficiency in using Microsoft Excel, SharePoint, and Microsoft Office Programs
  • Excellent written and oral communication skills required. Must have the ability to communicate with internal personnel and customer representatives effectively on technical subjects.
  • Ability to write reports and other business and technical memorandums and correspondences.
  • Must be familiar with NAVSEA Standard Items, NAVSEA Technical Specification 9090-310, and other regulatory standards and specifications.
  • Must be highly organized with the ability to monitor several projects at once and can prioritize the workloads of reporting employees. Effective time management skills are a must.
  • Provide leadership to all team members in accordance with company policy and procedures.
  • Looks for ways to improve and promote quality; Applies feedback to improve performance.

Education / Specialized training -

  • Graduation from a high school, trade, industrial, or correspondence school with credited coursework in algebra, plane geometry, trigonometry, drafting, and physics. Completion of 18 semester hours in post-secondary engineering-related subjects such as calculus, physics, metallurgy, structures, or IC circuits may be substituted for one year of experience.

Specialized Experience -

  • A minimum of ten (10) years of practical design or field engineering experience involving problem resolution and component/system troubleshooting. At least five (5) consecutive years (within the last eight) must be related to the construction, conversion, or modernization of U.S. Naval Ships.

Position Specific Preferred Experience -

  • Bring your expertise in material expediting, planning, and estimate development using Navy technical references.
  • Contribute to efforts involving procurement of Level I material, MIL-SPEC, rentals, and hazardous materials per Navy and OSHE standards.
  • Gain hands-on experience using IHS, MAT, WEB MRQT, AIM, E-MALL, SHOP STORES CATALOG, NAVICP, CDMDOA, and LEVEL ONE TOOL KIT.
  • Support preparation of Job Summaries, TGIs, and DFs for SSN/SSBN and Moored Training Ship conversions.

Security Clearance -

  • SECRET level security clearance or ability to obtain

Physical/Environmental Job Requirements -

Physical requirements include the following:

  • Lifting/moving up to and including 50 pounds
  • Routinely climbing several flights of stairs
  • Performing tasks in confined spaces
