Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor. Essential Duties: Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Trains engineering staff. Interprets manuals and required guidelines for traffic operations. Serve as a lead worker and the related tasks. Provides technical expertise in planning, coordinating, maintaining and operating traffic management systems. Reviews and assists districts with the planning, design of PS&E, and the letting for traffic management systems. Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic managementsystems. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting. Reviews, processes and certifies project design plans developed by consulting engineers. Performs other job responsibilities as assigned
