This position manages the administrative and operational duties of the Building Safety Division. Is responsible for rendering interpretations of the County adopted Building Code and Technical Codes. Adopts and sets policies and procedures for the Building Safety Division, appoints and supervises inspectors, plan examiners, permit technicians, and other employees with the concurrence of the Planning and Development Director. Responsible for implementing all County activities related to setting and ensuring compliance with building standards, including plan review, inspections, and correction of hazards; to supervise and perform the more difficult inspections; and to approve plans and specifications, as necessary. What You Will Do
- Exercises direct, first-level supervision of positions, employees, operations, and activities within a main or branch office; includes coordination of staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status, and disciplinary action, evaluating performance independently or in conjunction with a higher-level supervisor/manager and approving time off. Responsible for the completion, accuracy, and distribution of staff timesheets.
- Oversees and participates in permitting, plan reviews, and inspections to ensure compliance with building codes and safety standards.
- Administers, interprets, and enforces the adopted building codes and related ordinances.
- Collaborates with internal teams, elected officials, and community partners to support shared initiatives.
- Develops policies and performance standards that improve efficiency, safety, and customer service.
- Facilitates regular stakeholder engagement to gather feedback, identify service gaps, and improve departmental performance.
- Routinely independently travels throughout the unincorporated areas of Pueblo County to conduct inspections, respond to inquiries, and represent the department at meetings or job sites.
- Leads the Building Safety Division with a focus on aligning operations with department and countywide goals.
- Supervises and mentors a team of inspectors, plans examiners, and technicians.
- Serves as Pueblo County's subject matter expert on building code interpretation and enforcement.
- Stays ahead of trends in construction, sustainability, and regulations to guide future strategy.
- Prepares and manages the divisions budget, forecasts resource needs, and oversees procurement related to division functions.
- Maintains records, reports, inspection logs, and permitting documentation in accordance with county retention standards.
- Ensures compliance with state reporting requirements and provides regular updates to County leadership on key building division activities and initiatives.
- Represents the County in legal and quasi-judicial settings, including hearings before the Building Board of Appeals and court testimony as needed.
- Performs additional tasks as assigned, including filling in for other staff as necessary and/or required.
- High School Diploma or GED Equivalency required
- Minimum of five (5) years or more of p lan review, building inspection, code compliance, design, and/or construction experience required
- Minimum of one year supervisory experience required
- Permitting and inspection software systems, digital plan review platforms, including Bluebeam, and modernizing workflows through technology experience preferred

OPTION #2: Associates Degree & Appicable Years of Experience EDUCATION:
- Associates Degree in Construction management, engineering, architecture, or a related field required
- Minimum of three (3) years or more of p lan review, building inspection, code compliance, design, and/or construction experience required
- Minimum of one year supervisory experience required
- Permitting and inspection software systems, digital plan review platforms, including Bluebeam, and modernizing workflows through technology experience preferred

OPTION #3: Bachelor's Degree & Appicable Years of Experience EDUCATION:
- Bachelor's Degree or higher in Construction management, engineering, architecture, or a related field required
- Minimum of one (1) year or more of p lan review, building inspection, code compliance, design, and/or construction experience required
- Minimum of one year supervisory experience required
- Permitting and inspection software systems, digital plan review platforms, including Bluebeam, and modernizing workflows through technology experience preferred

LICENSES/CERTIFICATIONS APPLICABLE FOR ALL OPTIONS:
- International Code Council (ICC) Plans Examiner Certification from the International Code Council (ICC) AND one of the following: required within 90 days of hire
- ICC Electrical Inspector
- ICC Building Inspector
- ICC Plumbing Inspector
- ICC Mechanical Inspector
- International Code Council (ICC) Building Official Certification from the International Code Council (ICC) required within 18 months of hire
- Valid Driver's License in good standing from any State Agency required upon hire
