Job Description

AECOM is seeking a skilled Pre-Construction Manager with experience in Transportation Project Management and Utility Engineering/Coordination. This position will support the Transportation Investment Act (TIA) Team while working with the Georgia Department of Transportation (GDOT). This position will actively contribute to the delivery of the second ten years of projects located in all four of the TIA Regions, which include Central Savannah River Area (CSRA), Heart of Georgia Altamaha (HOGA), River Valley (RV), and Southern Georgia (SG).

This role is based in Georgia and offers a hybrid work arrangement, including remote work, occasional site visits, and travel for meetings within the noted TIA Regions. The ideal candidate will benefit from the following opportunities:

  • Manage transportation projects and utility coordination on a long-term GDOT Program, which AECOM has managed for over 10 years and was recently renewed for an additional 5 years.
  • Provide project management and utility engineering services on a large, fully funded state transportation program with various project sizes, scopes, and complexities, focusing heavily on local and utility owner coordination.
  • Work within a small, cohesive team that functions as an extension of GDOT staff.
  • Contribute to a high-value program that strives to innovate program and project management while remaining transparent to the citizens who voted to enact TIA.

Responsibilities:

As a Transportation Project Manager and Utility Engineer/Coordinator on the TIA team working directly with GDOT, you will be responsible for:

  • Managing the delivery of all GDOT/TIA let projects and supporting locally delivered projects in all four active TIA regions.
  • Managing the design consultants and their subconsultant teams.
  • Managing and hosting internal coordination meetings with the GDOT/TIA team.
  • Attending relevant in-person project meetings, including Concept Team Meetings, Local Government Coordination Meetings, Constructability Review Meetings, Field Plan Reviews, and Preconstruction Conferences.
  • Tracking and monitoring local let projects to support the TIA Regional Coordinator in administering local government project delivery.
  • Reviewing and approving consultant and local government invoices.
  • Providing input on design consultant scopes of services, deliverables, and cost proposals related to utility estimates, general utility coordination, and SUE.
  • Generating Utility Cost Estimates as necessary.
  • Conducting technical reviews of utility plans at project milestones such as Concept, Preliminary and Final Field Plan Reviews, and Constructability Reviews.
  • Coordinating with design consultants to ensure relocations are appropriately reflected at all plan stages.
  • Working with design consultants, utility owners, District personnel, and other applicable persons to obtain all necessary utility permits using GPAS (Utilities).
  • Performing detailed reviews of permit application deliverables, including the UAS and Work Plan.
  • Providing Utility Certification for letting.
  • Maintaining a tracking database for all utility milestones and deliverables in Preconstruction.
  • Coordinating with the State SUE Office on TIA projects requiring SUE.
  • Reviewing prior rights submittals.
  • Providing support to the program management team in the case of any Utility Escalation proceedings during construction.
  • Coordinating with internal utility, environmental, and right-of-way subject matter experts.
Qualifications

Minimum:

  • BS in Civil Engineering, Construction Management, or a related engineering or technical discipline
  • Four years of experience with GDOT project management or utility coordination or similar roles or demonstrated equivalency of experience and/or education.
  • A valid U.S. Drivers License is required to visit project sites, clients, and other AECOM offices. As a condition of employment, the selected candidate must pass a Motor Vehicle Records review.

Preferred:

  • GDOT Plan Development Process (PDP) training/experience.
  • Knowledge and experience with the GDOT Utility Accommodations Manual (UAM).
  • Six years of transportation engineering and/or utility engineering experience.
  • Experience and knowledge of ProjectWise Deliverables, Microsoft Connect, GUPS/GPAS, CATS, Microsoft Office Suite, and Microsoft Teams.
