Description

The City of Richmond Department of Public Utilities is seeking a qualified Utilities Pipeline Technician to install, maintain, and repair sewer/wastewater pipelines. The incumbent utilize various hand tools and equipment such as picks, shovels, saws, wrenches, jackhammers, basin hooks, sewer corks, etc. in order to install and maintain sewer laterals, main lines, and manholes. The incumbent will also assist with the stocking and upkeep of the crew truck. Vehicles driven may include pickup trucks, single-axle dump trucks, tandem dump trucks, etc. in order to travel to various work locations in response to related service requests. This position also assist in the setting up of work-zones, closing of roads, and flagging to ensure the safety of public motorists and coworkers.

The Utilities Field Pipeline Technician will perform routine maintenance and repairs to assure safe and proper operation of the City of Richmond Sanitary and Combined Sewer infrastructure. This position is responsible for: the installation of Sanitary and Combined sewer piping and fittings; driving and operating small equipment and machinery; performing routine maintenance inspections of piping systems; responding to work orders; assembling tools, materials and equipment for daily work assignments; and, transporting personnel to and from work sites.

Duties include but are not limited to

  • Installs, repairs, and replaces sewer/wastewater pipes, valves, and other related equipment. Once buried utilities are located by other utilities employees, guides equipment operators in the excavation of the site and begins work on pipeline. Flags work-zone with necessary signage and cones to ensure safety of the public and other employees.
  • Drives commercial vehicles to and from job site transporting materials and equipment.
  • Stocks truck with necessary supplies and maintains vehicle.
  • Corresponds with citizens to explain necessary repairs and hear their concerns.
  • Attends and receives necessary training on occasional basis.

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Requires High School diploma, GED, or specialized vocational training
  • One year of related experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS:

  • Experience working in the utilities and/or plumbing fields and one year of experience.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

  • Requires a Class B Commercial Driver's License within 6 months of hire

KNOWLEDGE, SKILLS, AND ABILITIES:

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be heavy work, exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
