Description
The City and Borough of Juneau's Department of Engineering & Public Works is hiring a Contract Specialist!
The Contract Specialist will develop knowledge of all aspects of the City & Borough of Juneau's procurement of design and construction of Capital Improvement Plan projects. They must understand the policies and procedures related to CBJ purchasing and apply these in a limited scope. The incumbent shall be detail oriented to ensure that procurement tasks are completed with accuracy and timeliness.
WHO WE ARE LOOKING FOR
The incumbent must be detail oriented; possess a good working knowledge of fundamental public procurement principles and practices; and be skilled in customer service, research techniques, record keeping, and technical writing. This position requires excellent organizational skills, the ability to easily shift from one assignment to another, and the ability to work well with others. The successful candidate must have excellent Microsoft Word and Excel skills and familiarity with enterprise software applications.

While the Engineering and Public Works Department is one of CBJ's largest departments, the Engineering Contracts Office is a team of three that works closely together to procure professional and construction services. We coordinate work and keep others informed in order to maintain continuity within the Division. WORKING HOURS AND LOCATION
This is an in-person position based in the Marine View Building in downtown Juneau, near City Hall. The standard schedule is Monday through Friday, 8:00 AM to 4:30 PM.
Typical Responsibilities
The Contract Specialist (CS) is responsible for using boilerplate documents to write requests for proposals for professional services and construction bid documents for construction contracts. The CS will help prospective bidders work through the CBJ's bidding and contract award process. The CS will use templates to write contract documents and related letters. The incumbent will be required to be familiar with special local, state and federal requirements for solicitations that are under additional regulations. The CS will work with Engineering Department project managers and other CBJ Departments to facilitate procurements, contractual modifications and ensure accuracy and code compliance. The CS maintains accurate Engineering Division procurement files in various formats. The CS schedules advertising, pre-bid meetings, bid openings, assembly bid award recommendations, legally required notifications associated with the procurement process and other administrative duties related to the mission of the CIP team.
Minimum Qualifications
One (1) year of experience in contract administration, writing contract specifications or office clerical experience performing a wide variety of administrative clerical services requiring independence, judgment and initiative in prioritizing and organizing work and in determining the appropriate action to be taken.
