DESCRIPTION OF WORK

In this position, you will oversee staff by effectively organizing, prioritizing, and delegating tasks to ensure that work is completed in alignment with the established priorities outlined in Chapter 102 and Chapter 105, particularly concerning permitting and program implementation related to Oil and Gas operations. You will be responsible for reviewing all work conducted by subordinate staff to ensure compliance with established policies and procedures, as well as the accurate interpretation of relevant laws, rules, and regulations. Additionally, you will assign applications to permit reviewers to maintain an equitable distribution of workload and will evaluate the Record of Decision (ROD) to provide informed recommendations to the Program Manager. Your role will also involve proposing new General Permits (GP) aimed at streamlining processes and alleviating workload pressures. You will manage the permit process within your section to ensure that all goals and objectives are met while adhering to Standard Operating Procedures (SOPs). Furthermore, you will guide the engineering and scientific staff regarding the conclusions and recommendations in their work products, offering engineering advice on the application of relevant laws and regulations. Training new employees on their roles and responsibilities will be a key aspect of your duties, along with conducting regular staff meetings to keep the team informed of any changes and to address their concerns. Participation in meetings with state and federal agencies will also be part of your responsibilities, as will acknowledging notifications for the use of existing General Permits upon receipt. You will review requests for waivers of permits related to dams, water obstructions, and encroachments to determine eligibility based on established rules and regulations, as well as assess requests for emergency permits under similar criteria. Lastly, you will interpret applicable acts and associated rules to ensure consistency within the established programs and review dam inspection reports for permitted dams under construction in accordance with the established guidelines.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years as an Environmental Engineer or an Air Quality Engineer (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of professional engineering experience in environmental protection or in environmental project development, design or construction.

Special Requirement:

  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a valid Professional Engineer license issued by the applicable licensing body of another state.

Condition of Employment:

  • This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.

Post Employment Requirement:

  • Successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six month probationary period.

Other Requirements:

  • PA residency requirement is currently waived for this title.
