**SUMMARY**
The Chief Estimator works directly with the Division Manager,
Estimating, Operations, and Office staff in the review of project plans,
requirements, and specifications. Engages in frequent communication with
Clients, Agencies, Subcontractors, and Suppliers. The Chief Estimator is
familiar with Bid-Build, Design-Build, JOC, and CMAR projects. The Chief
Estimator has the capabilities of organizing and supervising a team of
Estimators and/ or bidding projects solely. The Chief Estimator is
responsible for the accurate and timely preparation of estimates for
jobs to be bid. The Chief Estimator has extensive knowledge of bidding
software/programs, costs, construction means and methods, and
engineering principles. The Chief Estimator is extremely knowledgeable
in traffic signals, street lighting, signing, ITS and fiber, and
dry-utility scopes of work.
**PRIMARY RESPONSIBILITIES**
- Review project plans, requirements, and specifications.
- Ability to provide and/or review accurate quantity takeoffs and
material/subcontractor pricing.
- Determine labor and equipment costs.
- Review and understand all bid documents and assess project risks.
- Understand project logistics and project schedule.
- Prepare bid packages or RFQs. Compare and analyze competitive
subcontractor and supplier bids.
- Prepare detailed estimates for bid-build, design-build, JOC, or CMAR
projects.
- Assists in contract review.
- Produce budgets, cost codes, and job setups.
- Perform certain post-bid buyouts.
- Perform project turnovers with field staff and/or pre-construction
duties and meetings with Clients, Owners, Engineers and JV Partners.
- Perform other related duties as required and assigned.
**REQUIREMENTS**
- Preferred Bachelor\'s degree in Civil Engineering, Construction
Management, Mechanical Engineering or Architecture.
- A minimum of 7 years of construction experience.
- A minimum of 5 years of experience as an Estimator.
- A minimum of 1 year of experience in a senior level estimating role.
- Private and public works sector experience required.
- Familiarity of all aspects of horizontal and infrastructure
projects.
- Recent experience with a roadway/highway electrical specialty
contractor.
- Strong experience with estimating roadway and highway construction
projects, with particular emphasis on traffic signals, roadway
lighting, signing, ITS-fiber, and dry-utilities.
- Successful experience with projects (\$1M+) is a plus.
- Advanced computer skills with estimating software (such as HCSS
Heavybid).
- Advanced computers skills with MS Office, Primavera P6.
- Knowledge in Procore, Bluebeam, and other relative software programs
a plus.
- Extensive knowledge of construction costs and engineering
principles.
- Well organized, flexible, detail oriented and multi-tasked.
- Prioritize workload and consistently meet deadlines while constantly
changing tasks and demands.
- Effective presentation skills.
- Excellent written and oral communicator.
