The City of Fayetteville is currently recruiting for a City Traffic Engineer to perform highly complex professional civil engineering work managing the operation and maintenance, capital improvement projects, and long-range project budgeting and planning of the Traffic Signal Unit of the Traffic Services Division of the Public Services Department. Perform duties of the Assistant Public Services Director - Traffic in his or her absence. ESSENTIAL DUTIES & RESPONSIBILITIES
- Plan, prioritize, supervise and coordinate the work of professional, technical, and maintenance staff responsible for providing research studies and complex engineering computations for the Traffic Services Division; participate in the development and implementation of goals, objectives, policies and priorities of the Traffic Services Division.
- Evaluate program management operations and activities to include the efficiency and effectiveness of service delivery methods and procedures; workload, administrative and support systems; and internal reporting relationships. Identify, recommend, and implement improvements and modifications.
- Participate in the selection of professional, technical, and maintenance staff; provide and/or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Prepare or direct the preparation of reports and design documents, studies, specifications, engineering and survey plans, construction schedules, traffic analysis, project designs and construction details relative to individual projects.
- Manage and participate in the development and administration of the Traffic Division budget in support of the Assistant Director to include the projection of funds needed for staffing, equipment, materials, and supplies. Monitor and approve expenditures and implement adjustments as necessary. Review and evaluate budgetary needs requested by other city operations or agencies that are funded by the Traffic Division and operate under agreement with the Traffic Division.
- Investigate and respond to citizen and City Council's requests for transportation improvements; investigate complaints regarding roadway problems; answer questions and provide information to other departments, City Management and the general public.
- Identify high accident locations; investigate and make recommendations for safety improvements at these locations; and assist in the development of proposed safety improvements; participate in a variety of activities requiring travel including inspection and analysis of traffic control devices.
- Design new traffic signal layouts; review the designs of technical staff; perform and review traffic signal timing studies and complex calculations in support of improving efficiency in the traffic system; input data into computer programs; prepare plans and specifications for geometric and traffic signal improvements.
- Direct and manage capital transportation project development, including intersection and safety improvements from beginning to end; define project scope, goals and deliverables that support organizational goals in collaboration with the Senior Management Team and stakeholders.
- Assist with the selection, negotiation and management of professional services contracts; monitor contract compliance and status; inspect worksites to ensure progress and compliance.

Experience :
Five years of increasingly responsible professional civil engineering experience in traffic research and analysis, project management including two years of administrative and supervisory responsibility.
Training :
Equivalent to a Bachelors degree with major course work traffic engineering, civil engineering or a related field.
LICENSING & CERTIFICATIONS:
Required :
Possession of an appropriate, valid drivers license and ability to maintain insurability; registration as a Professional Engineer in North Carolina or ability to obtain within six months of date of hire.
Preferred :
IMSA certifications in related field, Project Management Professional.
