JOB SUMMARY : The Superintendent of Facilities Maintenance directs and coordinates the activities of the Facilities Maintenance Department by performing the following duties personally or through subordinate supervisors or assigned department personnel. This position provides direct supervision to skilled technical employees at the entry to intermediate level and/or professionals. The employee is an essential employee meaning they are responsible for providing services that are critical functions required to maintain order, peace, safety, and the well-being of residents and visitors to The City of Frederick in the event of a critical incident. As such, the jobholder will be required to respond to emergencies as needed throughout the Department of Public Works when directed to do so.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages day-to-day maintenance of City properties and facilities. Properties and facilities include historic and modern buildings of various sizes, commercial facilities, and a stadium complex among others.
- Develops and implements effective building trade practices including methods, material, and tools used in all phases of corrective and preventative maintenance, new construction, and project management.
- Manages staff performing preventative maintenance of City-owned or operated buildings, supporting preventative and corrective building maintenance program.
- Manages project planning and execution for construction and renovation efforts including developing specifications and designs, scheduling, coordination of trades, and inspection.
- Conducts routine facility inspections. Evaluates faulty, or inadequate structural exterior and interior problems, and recommends or initiates correction action as appropriate.
- Contacts contractors to obtain estimates on repairs and construction. Inspects completed work for conformance to plans, specifications, and applicable standards.
- Inspects work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.
- Tracks work order requests assigned to the department to insure timely, satisfactory completion.
- Prepares annual written evaluation and reviews results with subordinates being evaluated.
- Supervises emergency response shifts as assigned.
- Prepares and maintains annual operating budget for the department, justifications for budget requests, and monitors departmental expenditures.
- Operates a vehicle observing legal and defensive driving practices on a regular basis.
- Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
- Directly supervises all General Tradespeople in the Facilities Maintenance department.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

REQUIRED EDUCATION AND/OR EXPERIENCE:
- High school diploma or general education diploma (GED).
- Four (4) years of experience as a Facilities Maintenance General Tradesperson IV or comparable work experience.
- One (1) year of direct supervisory experience of multiple crews or teams.
REQUIRED CERTIFICATES AND/OR LICENSES:
- Vehicle Operators license with satisfactory driving record that meets insurability standards of the Citys insurance carrier is required. The employee must maintain the license for the duration of their employment.
- Medical Examiners Certificate (DOT Card). The employee must maintain the certificate for the duration of their employment.
REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):
- Thorough knowledge of the methods, techniques, and practices of the maintenance, renovation, and repair of facilities.
- Thorough knowledge of applicable Building Codes as related to work performed by this Department.
- Thorough knowledge of the occupational hazards and safety precautions associated with the trades in the Department.
- Thorough knowledge of one of the departments building trades to include methods, techniques and tools used in that trade. Must have substantial knowledge of all other department trades, elements of supervision, estimating time, labor and materials costs, understanding of construction plans and specifications.
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondence.
- Ability to speak effectively before groups of customers or employees of organization.
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
- Ability to plan, organize, and direct the work of skilled and semiskilled building and maintenance workers.
- Ability to set goals, monitor progress, and adjust resources to accomplish objectives.
- Ability to establish and maintain effective working relationships with building maintenance trades staff, helpers, facility users, contractors and the public.
- Ability to use tools used in various building trades and to teach others their application and use.
- Ability to use PC-based applications for general administrative and analysis functions.
OTHER DESIRABLES:
- Home Improvement License.
- Professional certification or associate degree or bachelors degree in a relevant, related field.
- Class A or B Commercial Drivers License
