About the Role: Under supervision of the County Engineer, is responsible for the supervision of maintenance construction projects and routine maintenance projects of County roads, managing and organizing various work schedules of subordinates, assisting with budget planning and administration, and planning and overseeing all equipment maintenance associated with the Highway Department.
Candidate Requirements:
+ Must have a bachelor's degree in construction management or a closely related field, and three (3) to five (5) years of experience as a Highway Maintenance Worker with two (2) years of supervisory experience, or equivalent combination of education and experience.
+ Must have thorough knowledge of methods, material, and equipment necessary for proper road construction and maintenance, basic knowledge of bridge construction, and ability to operate road maintenance and construction equipment.
+ Must have considerable knowledge of the hazards and applicable safety precautions of road work.
+ Must possess a valid Class B CDL (Class A preferred) North Dakota driver's license with a clean driving record.
+ Must have reasonable interpersonal communications skills and be able to interact with fellow employees, professional staff, contractors and the public.
+ Applicant will be subject to a post-offer criminal background check, physical and pre-employment drug screen. The county will pay for the associated costs of these exams.
Duties & Responsibilities:
+ Allocates workers and equipment to crews and projects, planning and supervising specific placement for effective and efficient accomplishment of work.
+ Participates in the selection of Highway Maintenance Supervisors, Shop Maintenance Supervisors and Highway/Shop Maintenance Workers.
+ Plan and direct all graveling operations, culvert replacements and maintenance activities, snow, and ice removal, weed mowing and other activity associated with highway maintenance.
+ Plans, supervises, and evaluates the work of Highway Maintenance Supervisors and Shop Supervisors, and Highway/Shop Maintenance Workers.
+ Participates in disciplinary action related to crew members.
+ Locate and negotiate purchase of gravel deposits and monitor contractors working with the County.
+ Administrate County drug and alcohol testing in compliance with DOT regulations.
+ Train employees in equipment operations, safety, and risk management issues.
+ Research and draft specifications for equipment and vehicles, generate equipment purchases expense for budgeting, and authorize various purchases of equipment and supplies.
+ Analyze and authorize project codes and billings, approve expenditures, and sign purchase orders for payment.
+ Investigates, evaluates and take or recommend action in response to complaints of hazardous or poor road and/or bridge conditions as reported by the public.
+ Generate and maintain records and various reports to track project and equipment maintenance costs.
+ Assists in the preparation of the department annual budget.
+ Perform department operational and administration duties in the absence of the department head.
+ Perform other duties as required and assigned.

+ Enforce established safety practices and procedures to ensure a safe work environment for all employees of the highway and shop maintenance crews.
+ Ensure accuracy on all documentation and report regarding construction projects, personnel management, road and bridge operations, and ship maintenance reports.
+ Ensure quality of work by inspecting construction sites and supervising Highway Maintenance Workers to assure conformity with design, safety of workers, and satisfaction of the public.
+ Create a positive and productive work atmosphere by communicating and maintaining a professional manner with supervisors, employees and the public.
+ Prepare daily work reports and necessary paperwork for tracking purposes.
