Overview

The Senior Project Manager is the lead person in charge of facility projects requiring Engineering Services involvement. The main objective is to ensure that these projects are completed successfully, on time, and within budget. This position exists to streamline the planning, execution, and monitoring of capital improvement initiatives, aiming to enhance city owned facilities. The incumbent must possess a bachelor's degree in architecture or engineering and have experience with building codes and best practices.

Responsibilities

  • Identifies and analyzes the needs of a facility, such as layout, space, utilization, and functionality, to develop design requirements to meet customer's needs
  • Considers factors like aesthetics, sustainability, and cost effectiveness when creating the requirements
  • Drafts and submits project planning CIP 0391 documents for approval consideration in the annual Capital Improvement Budget Program
  • Collaborates with architects, engineers, customers and other professionals to ensure all designs meet the requirements of the planning document
  • Receives design submittals from ESD, reviews for consistency, provides comments, and participates in design review meetings
  • Monitors the construction process to ensure the design is implemented correctly by making regular site visits, attends construction progress meetings, receives close out submittals, ensures maintenance staff receive all necessary training, collects and distributes Operation and Maintenance Manuals, and overall, in charge of the turnover of the new facility from the contractor to the city
  • Manages facility repair and renovation contracts to suit the needs of the customer
  • Conducts a cradle to the grave approach consisting of scope writing, cost estimating, contract solicitations, contract administration, inspections, and final acceptance

Position Type and Typical Hours of Work

  • Exempt - Full-Time
  • Monday-Friday 8am-5pm (must be available to work additional hours as needed)
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement
  • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications

  • Bachelor's Degree (BA/BS)
  • Five (5) years of experience

  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
