Position Title: Public Works Supervisor Department: Andover Public Works
Supervisors Title: Town Administrator
POSITION DESCRIPTION SUMMARY:
Responsible for the supervision, training, performance evaluation and discipline of the public works employees in the safe, effective and economical:
construction and maintenance of streets, roads, bridges, culverts, sidewalks, roadside development, trails and related activities.
maintenance and repair of the public works facilities.
maintenance, repair and proper use of the equipment and materials.
winter plowing and salting of the roads of the Town of Andover and related activities.
maintenance, repair and/or care of other Town facilities as assigned.
PRIMARY RESPONSIBILITIES
Interviews, trains, supervises, evaluates performance and disciplines all Public Works employees according to applicable local, State and Federal laws, regulations and policies. Approves timecards, monitors job performance and initiates corrective action. Completes performance evaluations for all full and part-time employees and recommends promotion action and/or disciplinary actions.
Supervises, directs, inspects and participates in the daily activities of the employees in the safe, effective and economical:
construction of and repair and maintenance of streets, roads, bridges, culverts, sidewalks, roadside development, trails and related activities.
winter care of the roadways to include salting, snow removal, tree removal and related functions.
maintenance and repair of all public works equipment and tools.
care of the public works facilities both interior and exterior.
Trains and supervises the employees in the use of equipment, materials and maintenance methods relating to the construction and maintenance of roads, trails and related structures.
Exercises judgment in adjusting grievances, ing established personnel policies and procedures and in enforcing the provisions of the collective bargaining agreement applicable to supervised employees, including recommending disciplinary action for Public Works Employees to Town Administrator
Evaluate road conditions during winter to determine appropriate call in times for full time and seasonal employees. Coordinates with Superintendent of RHAM and Andover Elementary School on school delays, early dismissal, and closings.
Works with and coordinates with Town Administrator and Town Consulting Engineer on road projects, develops, and maintains daily planning schedules for the employees and time and cost schedules as required.
Produces accurate weekly logs by employee and task to track the time required for common tasks.
Works with the Town Administrator to develop a multi-year as well as annual roadwork and pavement management plan.
Works with the Town Administrator to develop bid specifications and cost estimates for all special projects to be completed by the Public Works Department and/or outside contractors working for the Department.
Works with the Town Administrator and the Capital Improvement Planning Committee on capital equipment needs and planning. Develop specifications for purchase of capital items such as trucks, loaders, mowers, and related equipment.
Develops the Public Works Department's annual budget and monitors expenses. Controls costs of items within an approved budget.
Receives and processes applications for road excavation permits and driveway permits including developing and changing specifications, inspections, and supervision of contractors.
Supervises the administration of all Public Works records, documentation of projects, budgets, road maintenance, truck and equipment maintenance, road identification and related subjects. Maintains vendor records.
Assures that all equipment is operational and maintains records of equipment repair and safety checks.
Works with the Treasurer's office on purchases of parts, equipment, supplies, per Town of Andover Purchasing Policy, verifies receipt, maintains appropriate records, assigns costs to appropriate accounts and authorizes payment of bills.
Receives and handles all questions and complaints directed to the Public Works Department. Responds to emergency calls from residents, fire officials or police, verify the extent of the problem and takes the actions necessary to correct the problem.
Responsible for maintaining a safe work environment for employees and overall safety procedures, training and OSHA compliance programs utilized by Public Works employees. Maintains OSHA inspection programs.

ability to supervise construction and maintenance operations; ability to speak and write clearly and concisely; working knowledge and computer skills in Microsoft Office, word, excel, outlook; ability to establish and maintain effective working relationships with associates, subordinates and the public.
Ability to use a calculator and determine discounts, interest, commissions, proportions, percentages, areas, volume etc. Ability to mathematical concepts and understand line-item budgeting.
Ability to understand directions furnished in written oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Judgment on the use of confidential information. Ability to combine resources and directions for the proper completion of assigned tasks.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those that an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee regularly works in outside weather conditions and inside a highway garage facility. The employee frequently works near moving equipment and/or vehicles and is frequently exposed to vibration and high noise levels when near the equipment.
PHYSCIAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit, stand, walk, handles small items with fingers, reach with hands and arms, talk and hear. The employee must regularly lift and/or move up to 50 pounds, and occasionally lift or move up to 75 pounds. Specific vision abilities required by this job include distance vision, color vision, peripheral vision and depth perception.
EXPERIENCE AND TRAINING
Not less than seven years employment in highway construction and or site development of which three years must have been in a supervisory capacity or college level training in civil engineering may be substituted on the basis of one year of college for 1/2 year of work experience up to two years and two years of employment in a supervisory capacity in highway construction or site development in lieu thereof, any equivalent combination of above experience and training. Must have experience in winter plowing operations. Must have a CDL Driver's license. In the event the license is suspended, the Town may terminate employment. Must have a current medical card.
