CONSTRUCTION PROJECT MANAGER II
SUMMARY DESCRIPTION
Under general supervision and direction of the Director of Construction and Project Management, manages the procurement, construction, and closeout of capital improvement contract projects in the Washoe County School District. Designs, plans, and facilitates projects with varying funding source. This position is distinguished as having project management responsibilities for multiple capital improvement projects including but not limited to renewal, modernization, IT construction, new construction, Fixtures Furnishings & Equipment (FFE), facility maintenance and remodel. Ensures all project/contractual objectives and obligations have been achieved to provide cost effective, timely, and quality capital improvement projects. Incumbent performs related work as required.
DISTINGUISHING CHARACTERISTICS
The Project Manager II performs all of the duties and responsibilities as the Project Manager I; additionally coordinates planning and design of projects, develops budgets, and cost estimates, identifies funding sources, trains, supervises and evaluates the performance of assigned non-supervisory staff, and interprets and implements Nevada Revised Statutes as applicable.
Additional education and experience is required for the Project Manager II. Requirements are listed under Minimum Qualifications.
ESSENTIAL DUTIES & RESPONSIBILITIES
Performs project management for the Capital Projects and Facilities Division, including contract administration, budget management, and construction management. Assists consulting architects, engineers and staff in the preparation and development of project construction quotes and bid documents. Coordinates quoting and bidding process. Reviews and edits plans, specifications, and contract documents for the CPFM planning and construction for completeness, buildability, and constructability. Evaluates and approves projects for feasibility, building code and agency compliance, District standard compliance. Works with principals, teachers, staff, and department heads to study needs regarding WCSD programs, students and staff. Plans, designs, and develops budgets and identifies suitable funding sources for proposed projects. Coordinates planning and design efforts with all affected parties, including site personnel, school organizations, other WCSD departments, outside organizations, regulatory agencies, consultants, contractors, and communication agencies. Secures proposals, as well as develops and administers contracts with outside vendors, consultants, and engineers. Review documents for completeness, quality, and consistency with District standards and the requestor's needs within a particular scope of work. Conduct final project walk-through with appropriate persons to determine compliance with material quality standards, manufacturer standards and District standards prior to submitting a recommendation for approval of final payment.
Remodel & Project Manager II (PM2) Additional Job Duties:
PM2 Remodel - Scope, Budget, Plan, Design, and Construction Manage projects as requested by Departments and Sites.
FFE & PM2 Additional Job Duties:
PM2 FFE - Assist the Construction and Purchasing departments on standards for materials and Fixtures, Furnishings, and Equipment (FFE).
PM2 FFE - Prepares comprehensive FFE list of materials for construction projects.
PM2 FFE - Prepares acquisition documentation and assists with acquisition of materials, equipment and FFE for projects.
PM2 FFE - Manages warehouse operations for project materials including receiving, storage and re-distribution to sites.
PM2 FFE - Maintains inventory of warehoused materials acquired by construction including but not limited to, flooring, windows, hardware, FFE, IT Equipment, etc.
PM2 FFE - Assist division director and purchasing on standards for materials, equipment and FFE.
Construction and PM2 Additional Job Duties:
PM2 Construction - May assist with maintenance roofing repair program including roof inspection, project planning, leak detection, repairs, and inspection.
PM2 Construction, Remodel - Coordinates all assigned projects with site administration and personnel.
PM2 Construction, Remodel, FFE - Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education/Experience:? Any combination of education/experience that could likely provide the required knowledge in qualifying.? A typical way to obtain the knowledge and skills would be:
Education: Bachelor's degree from an accredited college or university in a related field.
and
Experience: Four (4) years of experience working in a building design, maintenance and/or construction field performing project management responsibilities.
OR
The education noted above and a minimum of six years (6) working for a building construction firm with a minimum of two (2) years as a project manager.
Licenses/Certificates: Possession of, or ability to obtain, a valid State of Nevada driver license with a driving record acceptable to the District.
OTHER JOB REQUIREMENTS
Must demonstrate a willingness to travel between schools, and work a flexible schedule.
PREFERRED QUALIFICATIONS
Professional registration in either engineering (PE) or registered architecture is desirable.
