          JOB SUMMARY
          Assist Community Development with processing minor land divisions (MLD), developing projects and programs, provide extensive and specialized technical knowledge on land divisions, surveying and easements, make technical decisions within scope of authority and training in assigned area of responsibility, supervise staff, and assure compliance with County policies and procedures under general supervision. Work in this classification requires an individual to be able to perform the essential job functions satisfactorily.           TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
          • Perform a variety of complex technical work in support of development-related programs and perform work within the scope of authority and training in the assigned area of responsibility.
          • Oversee complex and critical projects and programs, investigate special requests for technical information, and develop recommendations on operational procedures and project activities.
          • Serve as program manager on MLD submissions and special Community Development projects and assure work quality and compliance to Federal and state regulations, and County policies and procedures.
          • Assign, supervise, and review the work of Planning Technicians, establish work schedules and priorities, identify resource needs, review needs with appropriate management staff, and allocate resources accordingly.
          • Research, analyze, and evaluate permit applications, project plans, reports, technical specifications, maps, estimates, and review plans, specifications, proposals, and project documentation to ensure Development Services requirements are complied with.
          • Assist Planners and Engineers as needed, develop project requirements, plans, documents, standards, and estimates, organize and coordinate meetings, define issues, and identify conflicts.
          • Research plans and technical documentation to acquire information needed for the management development-related projects.
          • Maintain and update computer files, tracking systems, and databases, write various technical documents and reports, and make technical estimates of a specialized nature in connection with various projects.
          • Produce and review plans for development projects, using Computer-Aided Design and Drafting (CADD) and Geographical Information Systems (GIS) software.
          • Follow all safety rules and regulations, utilize proper safety precautions in all work performed, report safety hazards, equipment problems, and emergency situations to supervisor immediately.
          • Interpret code requirements related to land divisions for citizens and staff.
          • Perform testing, maintenance, configuration, custom programming, and deployment of CAD software.
          • Perform quality control and processing of topographical survey data.
          • Develop and maintain special GIS data sets and prepare complex maps and technical documents requiring advanced cartographic design and data display techniques.

          • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
          • Perform other related duties as required.


          POSITION SPECIFIC DUTIES:
          • None

          MINIMUM REQUIREMENTS TO PERFORM WORK:
          • Bachelors degree preferred in Planning, Engineering, or related field.
          • Two (2) years of experience in the public or private planning field, surveying, or civil construction and building trades experience.
          • Valid Arizona Drivers License required within 30 days of hire.
          • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
          Preferred Qualifications :
          • National Institute for Certification in Engineering Technologies (NICET) Level III certification.
          • Additional specific technical training and certification may be required for some job assignments.
          Knowledge, Skills and Abilities:
          • Knowledge of Community Development policies and procedures.
          • Knowledge of principles, practices, and techniques of general engineering, planning, and specialized technical areas of assignment.
          • Knowledge of Federal and state specifications, regulations, and quality standards governing public works projects.
          • Knowledge of principles of program and project management.
          • Knowledge of terminology, methods, practices, and techniques used in technical engineering document review.
          • Knowledge of technical drafting principles, engineering plans, and specifications.
          • Knowledge of materials, methods, tools, equipment, and supplies used in development-related projects.
          • Knowledge of Federal and state safety rules and regulations, occupational hazards, and safety precautions.
          • Knowledge of county geography, traffic patterns, streets, and County landmarks.
          • Skill in performing a full range of skilled and semi-skilled in Engineering or Planning Technician work.
          • Skill in performing technical duties in support of a comprehensive engineering and construction program, or development-related projects.
          • Skill in reading and understanding plans, specifications, schematics, and assuring compliance with rules and regulations.
          • Skill in reviewing and evaluating technical engineering relating to subdivisions.
          • Skill in reading, understanding, developing, manipulating, and analyzing technical information in a variety of data formats.
          • Skill in using computers and software applications and interrelated database records, including GIS.
          • Skill in collecting, organizing, analyzing, and presenting technical and statistical information in reports.
          • Ability to promote and enforce safe work practices.
          • Ability to lead, organize, and review the work of subordinate staff.
          • Ability to interpret and explain county policies and procedures.
          PHYSICAL DEMANDS:
          The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work also requires the ability to finger, feel, grasp, handle, reach, perform repetitive motion, operate motor vehicles and/or heavy equipment, hear, speak, and demonstrate mental and visual acuity.

          WORK ENVIRONMENT:
          Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.
