Streets Supervisor

Performs a variety of responsible skilled maintenance, equipment operation and supervisory work in the maintenance and repair of streets, sidewalks, drainage systems, and other public works facilities. An employee in this class serves as a crew supervisor and performs a variety of skilled tasks in the construction, maintenance, and repair of streets and related facilities. Work involves operating heavy equipment at a high skill level. Work also involves planning jobs, assigning work, monitoring work, and maintaining records of the work performed. When not operating equipment and overseeing multiple work sites, the employee often assists the crew to patch asphalt and concrete, install storm run off basins, etc. The employee may be subject to on-call work. Work is performed under the general supervision of the Street Superintendent. Supervision is exercised over crew members.

Essential Functions
  • Plans jobs and determines personnel, equipment and supplies needed to complete the job.
  • Designs and implements traffic control measures for work sites.
  • Designs and implements public works projects such as ramps, storm drains, walls, and other large-scale projects.
  • Assigns work and performs field supervision of a work crew.
  • Fills in for the Street Superintendent in his absence.
  • Maintains records of work performed.
  • Tracks the cost of jobs completed.
  • Enters data into computer system and generates reports.
  • Assists in the performance evaluations of employees on assigned crew.
  • Operates backhoes, loaders and other equipment in situations requiring skill and care such as around underground and overhead utility lines, near overhanging branches, parked cars, heavy traffic and other situations.
  • Operates a motor grader to grade unpaved streets, clean ditches, and other related uses.
  • Operates construction equipment such as excavators, dump trucks, loaders, tampers, trenchers, air compression driven equipment, and other related light and medium equipment; pushes snow.
  • Patches asphalt with gravel, hot asphalt, cold patch and other materials; operates air hammers, rollers, and other light equipment; rakes asphalt; patches concrete sidewalks, curb and gutter, driveway aprons and other concrete structures.
  • Designs public works projects and carries out the construction of such projects.
  • Performs minor preventive maintenance on vehicles and equipment.
  • Hauls equipment to the job site.
  • Leads sessions in the Town's safety program and adheres to safety procedures and policies of the department.
  • Oversees and ensures the safety of the work crew.
  • Performs related duties as required.
Minimum Qualifications
  • Considerable knowledge of the operation and care of heavy construction equipment.
  • Considerable knowledge of tools, materials and equipment used in general construction and maintenance work.
  • Considerable knowledge of the construction trades.
  • Considerable knowledge of municipal maintenance and construction practices.
  • Considerable knowledge of the occupational hazards and safety precautions of the work.
  • Ability to understand oral and written instructions.
  • Ability to give instructions to assigned crew.
  • Ability to plan and carry out complex construction projects.
  • Ability to supervise employees.
  • Ability to calculate quantities of materials.
  • Ability to operate assigned construction equipment with skill.
  • Ability to establish and maintain effective working relationships with citizens, supervisors, and other employees.

Physical Requirements

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform very heavy work exerting up to 100 pounds of force occasionally; 50 pounds of force frequently; and 20 pounds constantly.
  • Must possess the visual acuity to operate mobile equipment such as the backhoe and motor grader in a safe manner.

Desirable Education and Experience
  • Any combination of education and experience equivalent to graduation from high school and considerable experience in the construction field with some experience as a supervisor.
